VISION STATEMENT 2003
LOS ANGELES POLICE COMMISSION

In partnership with the community, the Los Angeles Board of Police Commissioners proactively leads, supports, and guides the Los Angeles Police Department to ensure that Los Angeles is the safest major city in the world by reducing, preventing, and eliminating crime and the fear of crime and thereby creating a just and peaceful society.

Under the leadership of the Police Commission, the Los Angeles Police Department will be recognized as the nation's top law enforcement agency; a model organization based on integrity, accountability, service, and public trust. We shall strive to ensure the personal safety of every citizen by aligning our decisions and resources with these goals.

OUR GOALS

ACTION PLAN
LOS ANGELES POLICE COMMISSION
 
1. To strengthen the department through improved recruitment and retention
 
a.

create a high-quality recruiting marketing program that clearly defines our competitive advantages.
  b. streamline the application process to reduce the time from application to Academy enrollment without risking the thorough completion of background checks on all candidates.
  c. fill Police Academy classes
  d. set attainable recruitment goals
    1. recruit and hire 780 officers by September 2003
      a. targeted recruitment
      b. track success of recruitment venues adjust venues accordingly
  e. support appropriate policies and benefits aimed at extending careers for sworn personnel and some civilian job classifications employed by the Police Department
  f. in marketing, recruitment, and promotional activities, emphasize:
    1. ethnic diversity that reflects our city
    2. appreciation of the talents and skills of both genders ( outreach to women )
    3. the necessity for multiple language skills
    4. LAPD is a viable employer during this time of economic downturn
  g. create greater financial incentives that encourage officers to recruit others to apply to be police officers
  h. annually compare wages and benefits for Department sworn and civilian personnel with others in similar circumstances in order to:
    1. remain competitive
    2. determine if improvements are due
    3. make adjustments before losing personnel to other agencies or departments
 
2. To strengthen the department through improved morale
 
a.

work with the department, Command Officers' Association, and Police Protective League to create an atmosphere in which officers feel at ease to focus on the work and take pride in the organization
  b. consult with department employee organizations to identify issues impacting morale and develop solutions that do not conflict with department core values
  c. conduct periodic job satisfaction surveys
  d. build understanding of police field work by arranging for Police Commissioner participation in roll calls, ride-alongs, crime scene investigations, and discussions
  e. in consultation with the Mayor, the Chief of Police, and the police unions, complete the implementation of the new discipline system and evaluate it for fairness and protection of civil liberties
  f. approve organizational changes that encourage personnel to give input to departmentwide decisions that affect personnel
  g. create policies and procedures that make the department an attractive work environment, such as 90-day tours
  i. by rewarding outstanding achievements
  j. offer career paths that encourage employees (sworn and civilian) to keep growing and learning, and reward them appropriately with trust, responsibility, and recognition, and salary incentives
  k. create an internal culture that:
    1. rewards successful application of tactics
    2. demands equal respect for all residents of Los Angeles
    3. professionally maintains discipline
    4. appreciates financially competitive employment and the unparalleled opportunity for growth at LAPD
    5. recognizes the outstanding value and honor of attending the LAPD Police Academy
    6. recognizes the civilian control provided by the Police Commission
  I. monitor the discipline system for professionalism and protection of civil liberties
  m. institute quarterly reviews of the implementation of Commission policy initiatives
  n. ensure that accountability begins and ends with the Chief of Police, through comprehensive annual evaluations based on pre-defined criteria:
    1. visionary leadership
      a. possesses integrity and honesty
      b. inspires leadership
      c. instills respect of the officers and command staff
      d. builds community trust with all segments of society
      e. reaches out to community leaders
    2. political relations
      a. demonstrates a style that engenders and maintains positive working relationships with the Mayor and other governmental officials
    3. civilian oversight
      a. understands, respects and abides by the authority of civilian control by the Police Commission
      b. with the entire command staff, exemplifies an open, honest and cooperative relationship with Police Commissioners and the staff assigned to the Executive Section of the Police Commission
    4. community policing
      a. designs and Institutes innovative approaches to engage community-wide participation in planning and problem-solving
      b. implements community policing by utilizing SLO's, CPAB's, and Neighborhood Advisory Councils
    5. crime control strategies
      a. takes a strategic and balanced approach to reducing crime and gang violence
      b. remains consistent with civil rights
      c. utilizes suppression, intervention, and prevention strategies
    6. police misconduct and reform
      a. takes personal responsibility for being aware of and appropriately handling cases involving police misconduct, such as:
        1. excessive or deadly force
        2. prima facie criminal allegations
        3. retaliation incidents
        4. professional integrity matters
    7. cultural competence
      a. attains a solid record of improving police responsiveness to serving diverse community Interests, including:
        1. language
        2. race
        3. ethnic
        4. cultural
        5. gender
        6. undocumented immigrants
        7. other special needs
          a. hearing impaired
          b. mentally ill
    8. diversity
      a. sincere commitment to diversity and inclusion in the workforce at all levels of the department
      b. concrete demonstration by a record of hiring and promoting or contracting women, minority and other underrepresented groups
 
3. To improve community policing and reduce crime
 
a.

support and audit department plans to reduce crime
  b. support and audit department plans to reduce violent crimes, especially those targeting gangs
    1. acknowledge gangs as the root of many crimes
    2. battle gangs fearlessly and thoroughly
    3. reward proactive officers who diminish gang activity with diligence, integrity, and appropriate action
  c. annually hold at least four Police Commission evening meetings in a widespread variety of locations to:
    1. enable citizen participation via proximity
    2. address neighborhood issues
    3. encourage community involvement
    4. promote a solid, trusting relationship
  d. seek additional pockets and/or portions of officer positions that can be replaced by civilian personnel in order to most efficiently deploy sworn officers
  e. prioritize resources, funds, and personnel as needed to accomplish Department goals and act upon recommendations in a timely manner
  f. re-organize personnel as needed and ensure that the Department is correctly organized to accomplish its goals
  g. encourage public awareness and partnerships as well as multi-agency task forces to address community enforcement problems together
  h. ensure Special Order 40 is affirmed by stakeholders and immigration advocates
  i. support and seek appropriate funding to enhance the anti-terrorist division and Homeland Security Bureau of the department to ensure its mission as a top priority of this department
  j. support the implementation of COMPSTAT as an important tool to fight crime
 
4. To achieve timely compliance with the Consent Decree
 
a.

ensure reasonable and timely compliance with the Consent Decree by monitoring compliance in all levels within the Department to verify that the entire Department is embracing the Consent Decree and accepting changes as they are implemented
  b. ensure LAPD has the necessary resources to accomplish its mission
  c. meet all deadlines and opportunities for submitting budget requests to the City Council, particularly those that are related to the Consent Decree
 
5. To ensure leadership and the availability of resources to make personal safety a reality for every citizen
 
a.

support appropriate policies and benefits aimed at keeping officers in the department longer
  b. ensure availability of low-interest home loans for officers to live in Los Angeles
  c. actively monitor the implementation of the flexible work schedule to determine its effectiveness
  d. ensure that police officers are treated fairly in all matters, including promotions and discipline
  e. order a comprehensive study on the best use of Senior Lead Officers
  f. support bond measures or other funding mechanisms to improve working conditions in tired Department facilities
  g. develop career path opportunities for officers and civilians as a means of retention in order to serve as a protection of the department's investment in its personnel
  h. support the temporary and permanent relocation of Parker Center to a facility which is safe and conducive to operating the LAPD

CONCLUSION
LOS ANGELES POLICE COMMISSION

We are committed to improving Department morale, strengthening internal policies, securing community trust, and most importantly, delivering the results the citizens of Los Angeles expect and deserve.

The Los Angeles Police Commission is passionately committed to fulfilling its City Charter duty to oversee the Department.

It is our duty - our obligation - to ensure that the goals defined in this strategic plan are met.
