LAPD Manual Doesn't Bar Flashlight as Weapon

Bratton orders a review of policy. Some departments restrict their use on suspects. The Los Angeles Police Department's manual on procedures runs to 636 pages and covers everything from chokeholds to the type of belts officers must wear, but it includes no specific mention of using flashlights to subdue suspects.

As Americans celebrate their freedom on Sunday, it will be with a certain irony: Not all Americans have the freedom to celebrate the holiday with the traditional festive bang. Though about 70 million of us live in states that allow all sorts of fireworks and firecracker use, 50 million other Americans who live in nine states, including New York and Arkansas, need a permit to even light a sparkler. The state of California bans some types of fireworks and allows cities to expand what is prohibited. Safety is the major concern of those who ban our celebratory backyard light and noise shows, but their fears are overblown.

The Los Angeles Police Department’s Foothill Area routinely leads the City in party-related crime and quality of life problems. Foothill Division led the City with 3404 "Disturbance Party" and "Loud Party" calls compare to 43,614 calls throughout the City in 2003. With an average of 10 party-related calls a day, parties clearly represent a drain on police resources and a significant impact on the safety and quality of life for Foothill residents.
