Los Angeles stakeholders will gather from all corners of the
City for the next forum of the Alliance of Neighborhood Councils.

Representatives
from DONE, BONC and a variety of City Departments will meet with
Neighborhood Council stakeholders on Saturday, January 17th, in
the Faculty Center at Los Angeles City College on Vermont.
These forums, held every two months, have become an important part
of the process of sharing current information about the emerging
Neighborhood Councils and their relationships with the City.
At them, stakeholders from Certified Neighborhood Councils, some
with elected Boards, mingle easily with those who represent groups
still in the process of being formed. These forums are quickly becoming
not-to-be missed events.
The Alliance is a work in progress, as are the Neighborhood Councils
it is intended to facilitate and support. The group has grown out
of a partnership bringing the work of Richard MacMinn and Mark Seigel
together with the long standing efforts of Noah Modisett and Bill
Christopher, who served as the President of the Board of Neighborhood
Commissioners (BONC).
The purpose of the Alliance is to:

open
lines of communication between Neighborhood Councils all across
to the City to share information and experiences; |

to
make available information regarding the legal framework, responsibilities,
and possibilities to each and every Neighborhood Council, either
in formation or Certified; |
|
and
to interface with the Department of Neighborhood Empowerment
on common issues which impact the Citywide System of Neighborhood
Councils. |

Dear
Neighborhood Council Leader,
The next forum of the Citywide Alliance of Neighborhood
Councils will be held Saturday, January 17th, at 9:30
am in the Faculty Lounge at LA City College, just off
Vermont Avenue, a block north of Melrose. We have a
full slate of speakers set for the event. The agenda
and directions to the site are posted at www.allncs.org.
The meeting will feature a discussion with the Chief
Administrative Officer, Bill Fujioka, who can tell
us about the potential impacts of the pending revenue
reduction and interaction with City Controller Laura
Chick, who will address funding for NC's and the
ethics implications. Lastly, Councilwoman Wendy Greuel
will talk about the impact of the budget concerns on
community services. If your community is concerned about
the state of the City Budget and on-going services,
this meeting will provide some very significant information.
Every certified or forming NC should have one or more
representatives attending the Alliance meeting, so we
can all learn from our mutual experiences. We will also
be taking the first steps toward electing our Area Representatives
to the Alliance's Steering Committee in January. Each
Neighborhood Council will be able to vote for their
Area Representative if their Board has agendized and
adopted a resolution to participate in the Citywide
Alliance.

Once
the resolution has been adopted, your Board or President
can appoint two voting representatives who will be eligible
to vote for your Area Representative at our January
meeting.

The
Los Angeles Citywide Alliance of Neighborhood Councils
meets bi-monthly, on the third Saturday morning of the
month at Los Angeles City College (LACC). LACC is located
on Vermont Avenue, just north of Melrose (see
map below).
The location is easily accessible from the 101 Freeway
and free parking is available. We have chosen this location,
working from experience, so that people travel almost
equal distances from Chatsworth, Venice and San Pedro
to reach the site. The meetings are usually held in
the Faculty Lounge (Faculty & Staff Center).
Enter
the parking lot (Staff Lot #5) from Heliotrope, accessible
from either Melrose or Willowbrook. Signs will be posted
directing you from the parking lot to the Faculty Lounge.
