HELP
ELIMINATE VISUAL BLIGHT IN YOUR COMMUNITY
August
2004
WHY DO WE NEED CODEWATCH? Fighting blight creates a pleasing
environment and more importantly, deters crime. Well-maintained
neighborhoods send a message to criminals that residents are in
control of their area. We all benefit from safer neighborhoods.
The City needs YOU to become involved!
The following is a list of the municipal codes that "Codewatch"
volunteers monitor:
1. A-Frame Signs
A-frame or sandwich board signs on public sidewalks and parkway
are a safety hazard to pedestrians and a liability to the City and
therefore not permitted.
2. Basic Maintenance/Repair of Buildings, Structures or Fences
Maintenance items required include broken wood siding, damaged porch
flooring/steps/railing, broken windows, rusted/torn window screens,
roofs not weatherproofed, etc.
3. Debris on the Sidewalk
Property owners and occupants are responsible for keeping the sidewalk
and parkway adjacent to their property, free of trash and debris.
4. Graffiti
The exterior of all buildings and fences must be free of graffiti.
Free graffiti removal is available by calling the City's graffiti
hotline at (800) 611-CITY.
5. Handbills
Posting of signs on public utility poles, trees, etc. is not permitted.
These signs damage trees and utility poles and are a major eyesore
because they are seldom removed after they serve their purpose.
6. Inoperative Vehicles
Vehicles that are inoperative must be stored in the garage or in
an area not viewable from the public street.
7. Parking in Front Yards
Beyond the front building line, no vehicle is permitted to park
in any area except the driveway leading to a garage.
8. Open Storage in Residential Zone
No storing of items in the open, visible to public view, such as
indoor furniture, plumbing fixtures, construction materials, automotive
materials, or other items in excess normally found inside the house.
9. Obstructions of Sidewalks & Streets
To ensure the safety of pedestrians and motorists, property owners
and occupants immediately adjacent to the streets, alleys and sidewalks
are responsible for keeping the area free from obstructions in the
public area from their property to the center of the street/alley.
10. Refuse Collection Rules
Trash containers can be set out on the curbside no earlier than
6:00 p.m. the evening before collection, and are to be removed no
later than 8:00 p.m. following collection.
Service is postponed one day following these holidays:
New
Year's Day ..(Jan. 1)
Fourth of July .....(July 4)
Labor Day ..........(1st Monday
of Sept.)
Christmas ..........(Dec. 25) |
The Bureau of Sanitation will confiscate trash barrels consistently
left out. Residents are encouraged to maintain trash receptacles
out of public view and in an area where they are less likely to
be disturbed by animals, children, vehicles, and wind.
11. Temporary Signage
The following temporary signage is not permitted:
Captive
balloons - usually large air-filled vinyl animals, characters,
food products, etc;
Pennants, ribbons, streamers or spinners;
Window signage exceeding 10% of the glazed area
Banners are permitted with proper permit and only allowed for
60 days. |
Contact
the Plan Check section of Building and Safety (888) LA-4-BUILD to
apply for/check on a permit.
12. Trash/Debris or Excessive Vegetation
Properties must be maintained free of debris and overgrown vegetation.
Sweep your property regularly; bring in your trash receptacles;
keep your vegetation watered and maintained.
13. Yard Sale Restrictions
Yard sales are permitted for sale of USED items only, no new merchandise;
a maximum of five 2-day events per year; and sale hours limited
to 9 A.M.-5 P.M.
