From an LACP friend:
While reading through some of the various group list postings, I
learned of the Governor's CA Performance Review site where he asks
for solutions to California's fiscal crisis, saying, "I want your
ideas, and the more radical the better."
I submitted the "Family Visit Restoration Idea" prison
system comments below under Email Suggestions & Public Safety.
I hope y'all will do the same. It couldn't hurt, & who knows, maybe
it will work!
Here's a little about how the program works:
Governor Schwarzenegger's California Performance Review (CPR) is
a comprehensive examination of what government does and how it is
done. Led by people that understand the problems government faces
firsthand, the Performance Review will transform state government
and energize the bureaucracy so that they provide the best services
to the public in the most efficient way.
"We cannot afford waste and fraud in any department or agency. This
unprecedented action will mean a total review of government; its
performance, its practices, and its costs. Together with my dedicated
team of experts, we will make California the first true 21st century
government in America, a government that is as innovative and dynamic
as the state itself." -- Governor Arnold Schwarzenegger
This vision and determination for change has led to the creation
of the California Performance Review. The initiative was previewed
in Governor Schwarzenegger’s budget summary and featured in his
State of the State address.
The ultimate goal of the California Performance Review is to restructure,
reorganize and reform state government to make it more responsive
to the needs of its citizens and business community. Only by demonstrating
through concrete action the responsiveness of state government can
the public’s trust and confidence be regained.

Family
Visit Restoration Idea
presented to California Performance
Review (CPR)
"CDC
illegally took Family Visits (FV's) from Lifers & Close
Custody prisoners in 1995 or 1996. Most other state prisoners
still receive them, creating discrimination against a select
portion of the prison population, which is also illegal.
Family Visits are a vital & integral part of keeping California's
prison families together. Statistics have shown that the
children of prisoners are far more likely to go to prison
than the children of non-prisoners. Despite the unimaginable
hardships imposed on spouses & families by incarceration,
FV's serve to reinforce family bonds & help to counteract
those stats. They also serve as an incentive for prisoners'
good behavior, thereby creating less problems for prisoners
& staff alike. Those of us who have Lifer & Close Custody
family members propose that CDC reinstates FV's for Lifers
& Close Custody prisoners ASAP, for which they could charge
reasonable & comparable motel rates. Visitors would still
pay what they otherwise would for a motel for the weekend
AND CDC would make a profit. A win/win situation for all!
PLEASE consider this most worthy solution."
