  Los Angeles stakeholders will gather from all corners of the City for the next forum of the Alliance of Neighborhood Councils.

Representatives from DONE, BONC and a variety of City Departments will meet with Neighborhood Council stakeholders on Saturday, January 15th, in the Faculty Center at Los Angeles City College on Vermont.

These forums, held every two months, have become an important part of the process of sharing current information about the emerging Neighborhood Councils and their relationships with the City.

At them, stakeholders from Certified Neighborhood Councils, some with elected Boards, mingle easily with those who represent groups still in the process of being formed. These forums are quickly becoming not-to-be missed events.

The Alliance is a work in progress, as are the Neighborhood Councils it is intended to facilitate and support. The group has grown out of a partnership bringing the work of Richard MacMinn and Mark Seigel together with the long standing efforts of Noah Modisett and Bill Christopher, who served as the President of the Board of Neighborhood Commissioners (BONC).

The purpose of the Alliance is to:

open lines of communication between Neighborhood Councils all across to the City to share information and experiences;
to make available information regarding the legal framework, responsibilities, and possibilities to each and every Neighborhood Council, either in formation or Certified;
and to interface with the Department of Neighborhood Empowerment on common issues which impact the Citywide System of Neighborhood Councils.

Dear Neighborhood Council Leader:

To start the new year, The Citywide Alliance of Neighborhood Councils will hold its first Neighborhood Council Forum on Saturday, January 15th from 9:30 am to 1:30 pm in the Faculty Lounge at LA City College on Vermont Ave. just north of Melrose and the 101 Freeway in East Hollywood. The meeting will focus on preparation for the two upcoming Mayoral Debates being sponsored by the Alliance and to be telecast live on Channel 9 and Channel 2. In addition, Councilman Tom LaBonge will be joining us to talk about the proposed Citywide Public Safety Initiative that would add a quarter cent to the sales tax. USC's Neighborhood Participation Project will also update us on the findings of their Neighborhood Council study.

The Mayoral debates are being sponsored by the Citywide Alliance of Neighborhood Councils in association with KCBS/Channel 2 , KCAL/Channel 9 and CityWatch to be televised in prime time on KCAL and KCBS in February of 2005. We have commitments from all five major candidates, Mayor James Hahn, Councilman Antonio Villaraigosa, Councilman Bernard Parks, Senator Richard Alarcon, and former Speaker of the Assembly Robert Hertzberg. The other fifteen declared candidates will be eligible to participate, provided they meet the City Ethics Commission's criteria to be considered a "viable" candidate, eligible to receive matching funds two weeks prior to the scheduled debates.

These events, to be held at CBS Television City in the Fairfax District, will provide Neighborhood Councils with an opportunity to appraise the major candidates for the Office of Mayor of Los Angeles. In the run-up to the March 8, 2005 Primary Nominating Election, the Alliance, KCBS, KCAL and CityWatch will present two live television debates: on KCAL, Monday, February 7, 2005 from 8:00-9:30 p.m. and on KCBS, Monday, February 28, 2005, from 6:30-8:00 p.m . These debates will be the only opportunity the candidates will have to face a true cross section of neighborhood stakeholders from the entire city.

As we noted in our earlier announcements, space is limited in the audiences. Each of the Certified Neighborhood Councils, and those Neighborhood Councils working toward certification with the Department of Neighborhood Empowerment, is being asked to submit a list of seven representatives for each debate. Response so far has been great. Each NC is free to select their representatives in any manner they wish. Each council can have the same representatives for each debate or choose two different sets of representatives. We are asking that the President/Chair of each council that has not yet responded, please do so no later than January 15th. Potential questions for the candidates should also be submitted by January 15th. Names and questions can be submitted at the Forum on January 15th.
