Investigations of MacArthur Park Incident

The following provides a synopsis of the four different investigations that are being conducted by the LAPD and the independent investigation by the Federal Bureau of Investigation (FBI) in response to the incident that occurred at MacArthur Park on May 1, 2007.

1) After Action Report

The LAPD's Office of Operations, under the command of Assistant Chief Earl Paysinger, will provide a comprehensive analysis of the plans leading up to, and the LAPD actions taken during, the incident at MacArthur Park .  The report will include a chronology of the events of May 1, 2007 as well as an inventory of the number of officers involved and rounds of ammunition deployed.  The report will not provide an analysis of whether particular officers' actions were compliant with LAPD policy, nor will it provide disciplinary recommendations.  The Office of Operations will provide their report to the Los Angeles City Council by May 31, 2007.

2) Investigation by the Professional Standards Bureau (PSB)

The PSB is responsible for conducting a comprehensive and thorough investigation of the incident.  The Internal Affairs Group (IAG) is the subgroup within the PSB that is responsible for conducting the investigation, which will include interviews of all officers and residents involved.  The IAG has dedicated twelve teams of investigators to investigate the incident.  The report will include an analysis of whether particular officers' actions were in compliance with LAPD policy.  It will take at least ninety (90) days for the PSB to generate its initial report of the investigation.

3) Inspector General (IG) Report and Investigation

The IG is an independent body that reports directly to the Police Commission without oversight from the Chief of Police.  The IG will provide an independent review and report on the investigation conducted by the LAPD.  The IG has access to each interview and investigation conducted by the LAPD and will provide an independent analysis of each.  The IG will then provide a comprehensive report that will go directly to the Police Commission.  It will take at least ninety (90) days for the IG to generate an initial report to the Police Commission.

4) Investigation by the Counterterrorism and Criminal Intelligence Bureau (CTCIB)

The CTCIB will conduct an investigation of the group of individuals who were throwing projectiles at the LAPD officers at MacArthur Park .  The CTCIB investigation will focus on identifying the individuals involved and determining whether or not they were part of an organized group aimed at disrupting the peaceful protest at MacArthur Park .

5) Investigation by the FBI

The FBI has initiated an autonomous investigation of the MacArthur Park incident to determine whether conduct amounting to a federal crime occurred.  The investigation by the FBI is referred to as a “parallel investigation” and is independent from the investigations conducted by the LAPD.
