Det. Teddy Floyd says, "That's ONE down!"
  Building A Community
One house, one person at a time

EDITOR'S NOTE: We're delighted to dedicate our "Community Matters" radio talk show on August 17th to the non profit work spearheaded by two special people.

Our guests will be Det. Teddy Floyd of the Indian River Sheriff's Department and Ms. Julianne R. Price, who serves as the Florida State PACE Coordinator
(Protocol for Assessing Community Excellence in Environmental Health).

They are among the founders of an effort that's made all the difference to community members in their area .. one which we're proud to feature on our show.

They do it one home and one person at a time. Similar efforts may exist in your home town. Co-hosts Bill Murray and Sandy Nazemi encourage you to find out!

Ms. Price posted a wonderful 15 minute presentation on the CDC's website related to an Indian River County community, Wabasso. The top community in infrastructure concerns are related to both public safety and public health. These were identified and addressed. Don't miss it!!

Indian River County - The Florida Department of Health's Indian River County Health Department, Environmental Health Division (IRCHD EHD) recently completed implementing PACE EH in the community called West Wabasso. This enclave of approximately 400 low income minorities is an island of poverty located in a very affluent county. In 2004, IRCHD EH started the PACE EH process with a grant of $30,000 from the FDOH. An environmental health assessment was conducted to discover what residents identified as issues of concern within their community. This was achieved by holding community meetings and going door-to-door to meet residents and solicit their input. The PACE EH Coordinator then worked with residents to develop action plans and facilitated the execution of each action plan in order to solve the issues. The top five environmental health issues identified in West Wabasso were: lack of housing, safety from drug trafficking, lack of street lighting, access to safe drinking water, and septic failures/lack of access to sewer. The end result of $1.5 million in improvements to the area was achieved successfully.

The community is 40% children who gather in the park, but seem to have no activities to keep them occupied in the community. This issue, along with drainage, failing septic systems, lack of bathrooms in the park, no bus route, crime, speeding four wheelers, substandard housing, and the general condition of the neighborhood are all common issues that residents identified are of concern to them.

From a letter about a demoplished home:

Regarding the demolition of the home, this is one of many abandoned homes in Gifford that are safe havens for drug dealers and kids skipping school. The health department is wrapping up a formal assessment as part of PACE EH (Protocol for Assessing Community Excellence in Environmental Health) and the initial data indicates the community identifies crime and abandoned homes as the top issues in their community. Teddy and I have spent a lot of time looking at these homes and there is, indeed, a lot of drug dealing going on around the homes. I talked to the school resource officer at Gifford Middle School and he confirmed that the kids skip school and hang out in these homes.

SO, the home that is to be demolished is the first in our concentrated effort. We found drug activity occurring in the rear of this home. The homeowner is actually taking care of demolishing it, but we are preparing to launch a big effort to assist those who might not be able to afford demolition. We will go to the Board of County Commission and ask for landfill fees to be paid for and then private contractors will donate labor and equipment to get rid of the crack houses! We've done this in Wabasso and Fellsmere and it literally wipes out the drug activity.

Good Morning !!!!

Sheriff,

I was going thru my e-mail when I open this one and it hit me that I should be very thankful to you, because you still allow me to work and coach our kids in our community.

This is from a kid who played football for me. I know we talk about making a difference in a kids life but this is what it all about. This kid will be graduating in December with a Criminal Justice from Aurora University.

I know you have more pressing things to do but had to say "thank you." Have a great day !!!!!!!

From: Don R.

Hey Coach,

Its been a long time since I've seen you and I hope all is well.  I'm currently going to graduate on time in December with a Criminal Justice Degree from Aurora University.

I just finished my senior season and went 9-1 in the season with a playoff appearance.  It was amazing!

Well, I'm coming home in December and I'm trying to become a Deputy like yourself.  I really want to be like you to be honest, coaching and being a deputy. I'm ready to become a sheriff like yourself.  Anything that you could do to help me in becoming that would be very much appreciated by me.

I have to say that you're the one that really inspired me to become a deputy and coach.  You taught me some very good lessons about being a man and I want to do the same for young kids that need some guidance.  I'm looking forward to hearing back from you very soon.

Thanks again for everything that you've done for me, it meant a lot to me and I'm thankful that I had a coach like you.

Oh yeah my mom told me to tell you that she saw you in the news paper.  Thanks again and I'll talk to you soon.

Sincerely,

Don R.

Well done, Teddy !!
