Racial profiling: DOJ concerns based on scant evidence; Police commissioners all too eager to find LAPD officers guilty. A witch hunt?
A recent Los Angeles Times front page story detailed the Department of Justice's warning to the LAPD over racial profiling and highlighted the reasons why the DOJ feels LAPD policies in this area are inadequate. In a letter to the Department that was leaked to the Times, the DOJ's "concerns" over racial profiling cite such tenuous evidence as an inadvertent recording of two officers being dismissive of profiling complaints and an LAPD investigator's failure to be as dogged in his questioning as Justice officials would've liked. We kid you not!

Hollywood drug ring shipped hundreds of pounds of cocaine to Baltimore, authorities say
A Hollywood-based drug trafficking ring that used chartered planes to ship hundreds of pounds of cocaine and millions of dollars between Los Angeles and Baltimore was broken up as a federal grand jury indicted 14 people on trafficking and money laundering charges, authorities said Tuesday. In one six-week stretch during the seven-month investigation, dubbed Operation Snow Bird, authorities said the alleged drug dealers shipped out 390 kilograms of cocaine and over $4 million in cash.

LAPD contemplates adding Jindo pups to K-9 force
It's hard to picture that at 3 months and 2 months old, DaeHan and Mingook, two Jindo puppies recently gifted by the South Korean government to the LAPD, could one day be working dogs on par with the more intimidating German shepherd or Belgian Malinois that are the staples of police and military forces. But LAPD is testing the hunting breed, which is designated as the 53rd national treasure of South Korea, for its ability to detect weapons or drugs and possibly even patrol, although their moderate sizes may make them better suited for search efforts rather than suspect takedowns.

NRA explains changes to police carry law
Revisions to the Law Enforcement Officer Safety Act of 2004 recently signed by President Obama have expanded which active and off-duty officers are eligible to carry a concealed firearm in all 50 states, an attorney with the National Rifle Association tells POLICE Magazine. The amendments, which were initially introduced in mid-2009, also set up more clarified guidelines about the documentation needed by retired officers and protect officers' rights to carry hollow-point ammunition - even when traveling in New Jersey.

LA transportation officials unveil new airport, train station safety campaign

Los Angeles transportation officials announced a new nationwide safety campaign today at Union Station. Bracing for a busy holiday season, they urged travelers to report suspicious activities and behaviors they observe in airports and train stations to authorities immediately. The "If You See Something, Say Something" campaign started in New York City's transit system. Now the Department of Homeland Security is spending $13 million to expand it to Atlanta, Washington, D.C. and Los Angeles.

FBI seeks wider wiretap law for web

Robert S. Mueller III, the director of the Federal Bureau of Investigation, traveled to Silicon Valley on Tuesday to meet with top executives of several technology firms about a proposal to make it easier to wiretap Internet users. Mr. Mueller and the F.B.I.'s general counsel, Valerie Caproni, were scheduled to meet with senior managers of several major companies, including Google and Facebook, according to several people familiar with the discussions. How Mr. Mueller's proposal was received was not clear.

Internet Crime Complaint Center reaches 2 million entries
The Internet Crime Complaint Center (IC3) has logged its 2 millionth consumer complaint alleging online criminal activity. The milestone entry was submitted on November 9, 2010.The IC3, a partnership between the FBI and the National White Collar Crime Center, became operational in May 2000 and received its 1 millionth complaint seven years later, on June 11, 2007. It took half that time to receive the 2 millionth complaint, which illustrates the IC3's increased visibility and the continued growth of cyber crime.

Los Angeles Council agrees to put marijuana tax on March municipal ballot
The City Council agreed to ask voters to slap a 5 percent tax on medical marijuana next year. If passed, the measure on the March 8 municipal ballot may raise as much as $7 million a year for the city, according to Courtney Chesla, a spokeswoman for Janice Hahn, the council member who sponsored the resolution, which passed 10-4 Tuesday. "We're in desperate need of revenue and we shouldn't miss this opportunity," Paul Koretz, another council member, said before the vote. The tax would be applied to reimbursements received by dispensaries of the drug.

Investor demand for new California debt weakens as muni bond sell-off continues
The turmoil in the municipal bond market over the last week may have scared some investors away from California's offering of $10 billion in short-term notes. The state said it took in a total of $5.89 billion in orders for the notes from individual investors on Monday and Tuesday. That's a big chunk of change, but it was less than the $6.64 billion in orders the state got from individual investors when it sold $8.8-billion in similar securities in September 2009.
