LAPD panel voices support for red-light cameras despite shortcomings
The Los Angeles Police Commission voiced support Tuesday for the city's red-light camera system, despite learning that there is little consequence for violators who ignore the citations. In a briefing to the civilian panel that oversees the police department, LAPD Assistant Chief Michel Moore said the department considers the red-light cameras effective tools in combating lead-footed drivers. The cameras installed at 32 intersections in 2006 came under fire in September when City Controller Wendy Greuel questioned in a report whether they reduce accidents.

LAPD Chief Beck won't get a salary increase
Although he received positive reviews for his first year as Los Angeles police chief, Charlie Beck will not get a raise because of the city's budget crisis, the Police Commission decided Tuesday. Commission President John Mack said the five-member civilian board was "very pleased" with Beck but thought it would be inappropriate to authorize the expected 5 percent increase in his $307,290-a-year salary because of the city's dire financial situation.

Man killed in car-to-car shooting in L.A.
A man was killed Tuesday in a vehicle-to-vehicle shooting just south of downtown Los Angeles, police said. The shooting occurred about 11:40 a.m. at 39th Street and Broadway, said Richard French of the Los Angeles Police Department's Media Relations office. The fatally wounded man was about 25 years of age, French said. The suspect got away, and the circumstances of the shooting were under investigation, he said.

Jewelry store robberies grow more widespread
An hour before the Pico Rivera Indoor Swap Meet was to close last Thursday night, several young men ran to a jewelry store near the entrance. Dressed in hooded sweatshirts and armed with only hammers, the men smashed jewelry cases and quickly fled with an estimated $15,000 in jewelry, most of it gold, witnesses later told Los Angeles County sheriff's investigators. It was the second such robbery in Pico Rivera in recent weeks and part of a larger region-wide robbery spree, authorities said.

Two busted in Craigslist robberies
The price seemed like a steal. As it turned out, it was, Los Angeles County sheriff's deputies said Tuesday. Two Santa Clarita residents responding to a Craigslist ad for a camera were robbed in Hollywood Nov. 20 by three suspects who blocked their vehicle and took all their personal belongings, including their cellphones and cash for the camera. The men wore ski masks and fled in a black BMW with no license plates. Deputies initially had little to go on except for the missing cellphones.

2 LAPD officers injured responding to officer-help call
Two Los Angeles police officers were injured Tuesday in a collision when their patrol car was struck by another car as the police responded to an officer-help call in West Los Angeles, a traffic sergeant said. The officer-help call came between 1:30 a.m. and 2 a.m. from a citizen who said an officer needed assistance on the westbound Santa Monica (10) Freeway at the Overland Avenue off-ramp, Sgt. Benjamin Zucker of the West Traffic Division said.

Brown wants to complete budget in 60 days, predicts cuts to education
Gov.-elect Jerry Brown said Tuesday that he wants to complete a budget agreement within two months, an accelerated timeline that would allow a late-spring special election for potential tax increases or other revenue generation. "I'm going to try to get the budget agreements done within about 60 days. I don't think we have a lot of time to waste," he said.

L.A. has failed to collect $48 million in overdue fees from apartment owners, audit finds
Los Angeles has failed to collect on an estimated $48 million in fees that it charges to the owners of apartment buildings to pay for city inspections and other programs, according to an audit prepared by city Controller Wendy Greuel. The review of the Housing Department's billing practices found that three-fourths of that money was five or more months overdue. And an estimated $17.6 million came from accounts that were more than 2 years old, the audit states.

Villaraigosa's DWP pick an outsider
Los Angeles Mayor Antonio Villaraigosa reached outside his usual City Hall circle to fill the top job at the Department of Water and Power, selecting a Seattle-based consultant with 30 years of industry experience to run the turbulent utility. If confirmed by the City Council, Ron Nichols, managing director of the energy practice of Navigant Consulting Inc., would become the sixth general manager to lead the nation's largest municipally owned utility since Villaraigosa took office in 2005. He also would be the first in three years to lack previous political ties to the mayor.

California ranks as second-worst state for retirees
In disconcerting news for California seniors, web site www.topretirements.com has ranked California the second worst state for retirement living, largely because of the state budget crisis and high cost of living. Worst state? Illinois, which edged out California because of its cold weather.
