LAPD releases photos of possible 'Grim Sleeper' victims, asking public for help
Los Angeles Police Thursday released more than 180 photos of mostly African American women who may have been victims of the "Grim Sleeper" serial murderer. LAPD Chief Charlie Beck said detectives found the photos at the South Los Angeles home of Lonnie David Franklin Jr. after arresting him in June for 10 murders dating back to 1985. Police believe he probably killed more people. "We certainly do not believe that we are so lucky or so good as to know all of his victims. We need the public's help," Beck said.

Police officer organizes honor guards for fallen soldiers at LAX
Thomas Dye has organized at least 70 such honor guards but he does not keep count of the exact number. "Every one is very important and every one is a hero to us," he said. "They served with honor, they've distinguished themselves and they need to be recognized on the return."

Two men shot during robbery at Northridge pot dispensary
Los Angeles police were looking Thursday for three men who shot two others during a robbery at a Northridge marijuana dispensary. Three men went into the shop in the 8200 block of White Oak Avenue about 9:25 p.m. Wednesday, shooting multiple rounds of gunfire and wounding two men before fleeing in a gold sport utility vehicle, said Officer Gregory Baek of the Los Angeles Police Department. Baek said he did not know if the robbers got away with any drugs or cash.

New year, new driving laws go into effect
January 1 is right around the corner, and for California drivers that means a slew of new laws go into effect. The California Highway Patrol sent out a reminder and details about all of the state's new traffic laws that will govern the roads and their drivers starting with the turn of the calendar. The new laws cover age-specific permitting and licensing for motorcyclists, an extension for the low-emissions vehicle yellow and white HOV lane stickers, video cameras in cars, Blue Alerts, mobile billboards, and more.

The U.S. Department of Justice's Bureau of Justice Assistance is accepting nominations beginning today for the Federal Law Enforcement Congressional Badge of Bravery and the State and Local Law Enforcement Congressional Badge of Bravery. Every day, federal, state, local, and tribal law enforcement officers engage in exceptional acts of bravery while in the line of duty. To honor these acts of bravery, Congress passed the Law Enforcement Congressional Badge of Bravery Act of 2008 creating the Federal Law Enforcement Congressional Badge of Bravery and the State and Local Law Enforcement Congressional Badge of Bravery.

City Budget Crisis

City furloughs may not save enough money
The city's furlough program, designed to offset a $320 million shortfall this fiscal year, has saved $17.3 million so far and is on a pace to shave $69.2 million off the deficit by June 30. But City Controller Wendy Greuel, who released the estimates Thursday as part of her review of city spending, cautioned that more savings might be needed. "These savings certainly help in reducing the city's budget deficit," Greuel wrote in a memo to Mayor Antonio Villaraigosa and the City Council. "However, furloughs will continue to be a short-term solution to the long-term structural problems that the city is facing."

FBI, Homeland Security issue holiday threat notice to law enforcement
U.S. officials say they have no specific and credible information about planned terror attacks on the United States, but they have issued an intelligence bulletin to state and local law enforcement warning terrorists could target large crowds at holiday gatherings. The Department of Homeland Security and FBI issued an intelligence bulletin to encourage law enforcement agencies to be watchful.

State withholds name of lethal drug supplier
The California Department of Corrections and Rehabilitation has a secret lethal injection drug supplier. This anonymous exporter is a British company, apparently based in London. It has experience moving pharmaceuticals through U.S. Customs and the Drug Enforcement Agency. Such vague details come courtesy a trove of heavily redacted emails the state agency released last week under court order.

Study finds 6.8 million Californians without health insurance
As recession continues to grip the state, the number of Californians without health insurance, especially coverage provided by employers, has continued to climb, according to a new study by the California Healthcare Foundation. Over the last two decades, the foundation says, Californians under 65 with employer-provided health insurance have dropped from 65 percent to 52 percent and "while increases in Medicaid (Medi-Cal) coverage partially offset this decline, more than 20 percent of Californians remained uninsured."
