The City Attorney's defense of LAPD officers deserves recognition and thanks
In the course of conducting our business and advocating for our members on many fronts, we can sometimes be remiss in not taking the opportunity to thank the dedicated attorneys who work day in and day out to defend the men and women of the LAPD. We'd like to take this opportunity to express our gratitude to the Office of the City Attorney, specifically its Police Litigation Unit, which has been defending the Department and the City for over 19 years.

Gang member loses chance to appeal conviction for shooting at LAPD officers in Van Nuys
The California Supreme Court refused Tuesday to consider the case against a teenage gang member convicted of shooting at two Los Angeles police officers who were chasing him in Van Nuys in May 2007. Alfredo Garcia of Lakeview Terrace was convicted in January 2009 of assault with a firearm on a peace officer and attempted voluntary manslaughter, and sentenced the following month to 38 years in prison. Garcia, who was 17 at the time of the crime, was initially charged as a juvenile but was ultimately prosecuted in adult court.

Hate crimes in L.A. County down overall, but anti-Jewish vandalism rises
Hate crimes were down in Los Angeles County in 2009 compared with the year before, but such crimes against Jews spiked almost 50%, according to a report released Tuesday. Last year, there were 580 hate crimes, which can range from vandalism to violence, compared with 730 in 2008, according to the Los Angeles County Commission on Human Relations. The improved outlook came despite less rosy data on treatment of the county's Jewish population: almost 120 hate crimes targeted Jews in 2009, compared with fewer than 80 in 2008.

Long Beach 'donning and doffing' suit settled
The "donning and doffing" lawsuit filed by about 900 Long Beach police officers against the city of Long Beach "has essentially been settled," City Attorney Bob Shannon told the Press-Telegram on Tuesday. The police officers won't receive a cash settlement, but will be given 47 vacation hours over four years, Shannon said. The city will also pay the officers' attorneys $300,000, he said. "This is a very excellent settlement for the city, I think, under the circumstances," Shannon said.

San Diego Police Officers sorry for "frivolous" lawsuits
The San Diego Police Officers Association has sued the city several times in recent years, and the city has spent $8.6 million to fight them so far. That makes the city's own cops its most expensive legal adversary. Now, the officers are sorry. The police union has a new lawyer who called two of three lawsuits “frivolous” and has filed two malpractice lawsuits against the attorneys who sued in the first place.

In designing the replacement for their aging and unsafe headquarters, the main goal of the LAPD was to make manifest their desire for increased transparency while at the same time maintain a secure and safe environment for the building's users and visitors. Located at the threshold between the civic core and the historic district, the building site offered a unique opportunity to link between the center of government at City Hall, and the nearby growing residential population.

City Council races too important to ignore
You may still be recovering from the November election, but it's campaign season again here in Los Angeles. Seven L.A. City Council seats are up for a vote on March 8. I know the election is more than two months away, but why not make a New Year's resolution to vote in 2011. It's easy. It's important. And too few Angelenos bother to cast their ballots in local elections. Perhaps these local races lack the prestige of a presidential campaign or the big budget of the governor's race.

Undocumented California youths vow renewed activism
Devastated by the Senate's failure last week to grant them a path to citizenship, undocumented young people throughout California are vowing renewed activism to win legal immigration status if they attend college or serve in the military. With the highest number of undocumented young people in the nation, California is already the epicenter for student advocacy on the issue and for legal breakthroughs granting them in-state tuition. Now the students - and their supporters - say they will train their sights on electoral change and a state legislative effort to give them access to college financial aid, which appears likely to succeed under newly elected Democratic Gov. Jerry Brown.

Census data leave size of California congressional delegation unchanged as nation has slowest population growth since Great Depression
For the first time in nearly a century and only the second time in state history, California's congressional delegation will not grow in the next decade, based on population figures released Tuesday by the U.S. Census Bureau. As it has since the last reapportionment 10 years ago, the state will continue to have 53 members in the U.S. House of Representatives.
