Gangster's bullet hit a rising star deputy
Mohamed Ahmed was new to the streets. Nestor Torres was a far more familiar, some say infamous, presence when their lives collided at a dark East Los Angeles intersection. Ahmed was a deputy in training, just a few weeks on the beat, learning the ropes in a rough stretch of the Eastside with a veteran deputy. A Somali immigrant, the 27-year-old Ahmed was seen as a promising young deputy in the department, and supported his six younger siblings and his mother with his salary.

Crime alerts for Pico-Union, Bel-Air and four other L.A. neighborhoods
Crime reports are up significantly for the latest week in six L.A. neighborhoods, according to an analysis of LAPD data by the Los Angeles Times' Crime L.A. database. One neighborhood reported a significant increase in violent crime. Pico-Union recorded 11 reports compared with a weekly average of 5.8 over the last three months. Bel-Air topped the list of five neighborhoods with property crime alerts. It recorded four property crimes compared with its weekly average of 1.2 over the last three months.

Arizona shootings trigger surge in Glock sales amid fear of ban
Greg Wolff, the owner of two Arizona gun shops, told his manager to get ready for a stampede of new customers after a Glock-wielding gunman killed six people at a Tucson shopping center on Jan. 8. Wolff was right. Instead of hurting sales, the massacre had the $499 semi-automatic pistols -- popular with police, sport shooters and gangsters -- flying out the doors of his Glockmeister stores in Mesa and Phoenix.

House honors victims and weighs its next steps
Shaken by the attempted assassination of their colleague, Gabrielle Giffords, and the killing of one of her aides, House members reconvened at the Capitol on Wednesday to honor the dead and the wounded in the Arizona shooting rampage and to begin reviewing security concerns with law enforcement officials. House Republicans on Wednesday morning met with the House Sergeant at Arms and with senior officials from the United States Capitol Police, who urged them to appoint a security coordinator in their home districts and to reach out to local law enforcement agencies for assistance.

Gov. Jerry Brown's budget plan a 'good starting point,' nonpartisan analyst says
Gov. Jerry Brown's controversial spending blueprint got a welcome boost Wednesday when California's chief budget analyst called it a "good starting point" for tackling the state's chronic deficits. The review is far more flattering than the nonpartisan legislative analyst's office offered for many of former Gov. Arnold Schwarzenegger's spending plans. In particular, the budget expert approves of Brown's general avoidance of accounting patches that in the past have substituted for politically unpopular solutions.

Los Angeles council proceeds with garage leasing plan
Despite opposition from business owners who warned of rising parking costs, the Los Angeles City Council voted Wednesday to forge ahead with a plan to lease nine of the city's public garages in the hopes of generating cash to rescue this year's budget. Confronted by angry residents from Westwood, Hollywood, Sherman Oaks and elsewhere, council members said they faced a choice between making new reductions to parks, public safety and the planning department and continuing to subsidize below-market rates at city-owned garages.

For paroled lifers, release dates may come only with the courts
When a survey commissioned by an inmates-advocacy group asked lifers about their interaction with the state parole board, the results were startling: Of the 300 inmates questioned, eight had been given release dates. Only two of those eight were granted parole by the board. The other six went to the courts, which ordered the board to reconsider the cases, to obtain their dates.

Parks reelection challenger boasts of endorsements from two key L.A. unions
A challenger to Los Angeles City Councilman Bernard C. Parks boasted Wednesday that she has secured the backing of two major public employee unions in the March 8 election, including one that represents workers at the Department of Water and Power. Forescee Hogan-Rowles, a former appointee of Mayor Antonio Villaraigosa to the DWP board, said she picked up the endorsement of the International Brotherhood of Electrical Workers Local 18, which serves more than 8,600 DWP workers. That union was upset at Parks last year for attempting to give the council more control over pension benefits for utility employees.

Californians ask when insurance rate hikes will stop
Arlene Becker had little reason to pay attention, until the notices from Blue Shield began arriving one after another. On the first of the year, her premiums shot up, on top of the increase just a few months ago, and the one a few months before that. Soon, her Blue Shield premiums will rise again - the fourth time in a little over a year. "When is it ever going to stop?" said Becker, who had to shop for her own insurance after liver cancer killed her husband nearly two years ago.
