The use of deadly force
In the wake of the Reginald Doucet Jr. shooting, some community members have asked how it is legal for a police officer to use deadly force against an unarmed man. Police officers have a difficult job that becomes even harder when a suspect resists arrest and puts up a fight. In this case, Mr. Doucet was trying to disarm the officer; therefore, the officer did not have to delay deadly force until the suspect had the officer's gun firmly in hand.

LAPD Chief Charlie Beck defends massive dragnet in officer-shooting case
LAPD Chief Charlie Beck and others on Thursday strongly defended the decision to lock down 7 square miles of the west San Fernando Valley as they searched for a gunman who shot a police officer a day earlier near El Camino Real High School in Woodland Hills. "I know the parents are upset, but it would be nothing compared to what they would feel if their children were needlessly exposed to an armed gunman. Those kids' safety is No. 1," Beck said. "This guy had shown total disregard for public safety and the community by shooting an armed police officer who was doing his job," Beck said.

$80,000 offered for leads in shooting of school officer near El Camino High

Los Angeles officials announced Thursday that they will be offering an $80,000 reward for information leading to the conviction of the gunman who wounded a school police officer in Woodland Hills, sparking a massive hunt that shut down a seven-square-mile swath of the west San Fernando Valley and left more than 9,000 students locked for hours in their classrooms. The officer, eight-year Los Angeles school police veteran Jeff Stenroos, was shot in the 5500 block of Manton Avenue adjacent to El Camino Real High School on Wednesday morning by a white man in his 40s with a thin build and graying hair pulled into a ponytail.

Crime alerts for Shadow Hills, West Los Angeles and 12 other L.A. neighborhoods

Crime reports are up significantly for the latest week in 14 L.A. neighborhoods, according to an analysis of Los Angeles Police Department data by the Los Angeles Times' Crime L.A. database. Eleven neighborhoods reported a significant increase in violent crime. Shadow Hills was the most unusual, recording three reports, compared with a weekly average of 0.3 over the last three months.

State Budget Crisis

Jerry Brown to declare California in state of 'fiscal emergency'
Gov. Jerry Brown on Thursday is expected to declare California to be in a state of fiscal emergency, asking legislators to act quickly on a package to shrink a state budget facing a $25.4-billion shortfall. The move is largely procedural. Thursday marks the deadline for the Legislature to act on a similar emergency declaration made by former Gov. Arnold Schwarzenegger in early December. Since then, legislators have approved no deficit-cutting measures.

Path is sought for states to escape debt burdens

Policy makers are working behind the scenes to come up with a way to let states declare bankruptcy and get out from under crushing debts, including the pensions they have promised to retired public workers. Unlike cities, the states are barred from seeking protection in federal bankruptcy court. Any effort to change that status would have to clear high constitutional hurdles because the states are considered sovereign.

Charles Manson follower Patricia Krenwinkel denied parole
In a decision suggesting that the brutal Sharon Tate murders are unforgivable, a parole board panel on Thursday refused to consider releasing Patricia Krenwinkel, who told the board she killed for the love of Charles Manson. The two-member panel made clear it was the horror of the killings, among the most notorious of the 20th century, that led them to reject the bid for parole in spite of Krenwinkel's efforts to change her life.

CalPERS, CalSTRS earn more than 12 percent profit for 2010
California's two big public pension funds said Thursday they earned investment returns of more than 12 percent last year, boosting their portfolios to levels not seen since the stock market crashed in 2008. The California Public Employees' Retirement System said it earned nearly 12.5 percent in 2010. The California State Teachers' Retirement System earned 12.7 percent.
