Oakland to hire back 10 laid off officers

Oakland will hire back 10 of the 80 officers laid off in July, Mayor Jean Quan announced Monday. In addition to rehiring the officers -- bringing the force to a total of 666 officers -- Quan is moving to repair the department's fleet of aging patrol cars, as well as broken radios and computers that rank-and-file officers have been complaining about in Quan's visits to roll call meetings, she said.

Young black males far more likely to be murder victims

Black youth and young adults are nearly five times more likely to be killed in California than the average young Californian. The disparity was even wider for black males, who have a homicide rate more than 14 times that of whites and nearly four times that of Hispanics. Those are among the disturbing facts in a new report by the Violence Policy Center which found that guns and firearms were used in 84 percent of the 803 homicides of 10- to 24-year-olds in California in 2009. Ninety percent of the victims were male.

Immigration

Report: Immigration law not enforced consistently
Some local law enforcement agencies, particularly in the Southeast, are turning over illegal immigrants who commit even minor offenses to federal authorities for deportation, while others are focused on deporting more violent criminals, according to a report released Monday. The report by the Migration Policy Institute, a Washington-based nonpartisan think tank, said conflicting messages from the U.S. government and local political pressure may account for the discrepancy.

State of the State

Brown urges lawmakers to allow special election
In the first State of the State speech of his new administration, Gov. Jerry Brown on Monday urged lawmakers to let California voters decide the direction of the state as it faces a gaping budget deficit, saying it would be "unconscionable" for them to block his request for a special election. In a somber address to a joint session of the state Legislature, Brown again asked lawmakers to set aside their partisan differences for the good of California, which faces a $25.4 billion deficit through June 2012.
