401(k) plans are not the solution
Some self-styled experts are suggesting the replacement of public pensions with 401(k)-style retirement plans as one solution to municipal and state budget shortfalls. But recent facts and figures show why this is a non-starter. A study commissioned by Retirement USA found that Americans aged 32 to 64 are facing a staggering retirement savings shortfall of $6.6 trillion. And, 87% of businesses surveyed acknowledged that a 401(k) plan would not provide retirement security for their workers. 401(k) plans are not a viable solution.

Man shot to death in LA's Westlake area after answering knock at the door

A man was shot and killed Monday in the Westlake area of Los Angeles, authorities said. The man, who was in his 40s, died at the scene of the shooting, which occurred about 5:40 a.m. in the 800 block of South Green Avenue, coroner's Chief Craig Harvey said. Authorities withheld his name, pending family notification. According to a preliminary investigation, the man was shot in the upper body after answering a knock at his door, said Los Angeles police Officer Sara Faden. No arrests were reported.

Two Molotov cocktails thrown at home in Park La Brea

Someone threw two Molotov cocktails at a home in the Park La Brea area early Monday morning, according to the Los Angeles Police Department. Two wine bottles, filled with gasoline, were found around 1:30 a.m. on the porch of a two-story home at North Vista and Beverly Boulevard, police said. Fortunately, no one was injured. Police say some sort of threat was made to the homeowner over the phone. Fire department arson investigators were on the scene gathering evidence.

Search for burglary suspects leads to 'sizable' closure of area in North Hollywood

Police searching for two burglary suspects in North Hollywood established a large perimeter Monday night, authorities said. Beverly Hills and Los Angeles police officers roped off a "sizable" area around the intersection of Whitsett Avenue and Oxnard Street about 5:30 p.m. after a burglary in the area, said Lt. Michael Hill of the Beverly Hills Police Department. Hill said one suspect had been apprehended and authorities were hunting for two others.

Calif. police use Twitter as public info tool

It used to be you needed a police radio scanner to know where the sirens were heading or why there was a bunch of patrol cars parked down the street. All you need now is to follow someone on Twitter who listens to a police scanner and issues notes about what police, firefighters and other public safety personnel are doing. Police agencies and others are using Twitter to broadcast details about manhunts, crime scene investigations and major traffic accidents as they're happening.

State Budget Crisis

Questions abound on Brown budget plan
Four weeks after Gov. Jerry Brown unveiled his complex plan to balance the budget, those affected by his spending cuts continued Monday to beseech legislators for relief. Advocates of health and welfare services targeted by Brown packed the Capitol for two weeks, some saying cuts could be death sentences for some recipients. They're back this week, and educators and advocates for libraries, redevelopment agencies and enterprise zones are joining the parade of the aggrieved.

States seek prison breaks
States seeking to save money are beefing up probation and parole programs to reduce the number of prison inmates, as well as pushing rehabilitation over jail for low-level drug crimes. The effort comes from governors of both parties and could stall decades of tough-on-crime policies that saw state-prison populations boom. States now spend a total of $50 billion a year, or 7% of their discretionary budgets, on corrections facilities, according to the National Association of State Budget Officers, behind only health care and education.

Pension politics "red hot," says Calpers official
The chief investment officer of Calpers, California's $226 billion pension fund for its government workers, said public pension benefits will remain front and center in the state's politics, fueling efforts to pare them. "Public pension benefits are a red hot issue," Joseph Dear of Calpers, the California Public Employees' Retirement System, said at a forum hosted by the Stanford Institute for Economic Policy Research and Stanford University's Bill Lane Center for the American West.

Campaign aide fired by Huizar is also terminated from representing school board member Vladovic
A campaign consultant fired over the weekend for promising in writing to put a "political bullet" in the forehead of Los Angeles City Council candidate Rudy Martinez also lost his gig working for a school board member Monday. Michael Trujillo was removed from the reelection campaign of Councilman Jose Huizar on Sunday after his boss learned that he had sent the offending e-mail about Martinez, Huizar's opponent in the March 8 election. In that e-mail, Trujillo promised to "unleash the dogs of Satan" on Martinez and predicted he would soon be a "dead rat."

Democrats leap at chance for Jane Harman's House seat
Los Angeles-area Democrats scrambled for the chance to fill a rare open seat in Congress after veteran Rep. Jane Harman (D-Venice) announced Monday that she would probably resign to run a Washington think tank. Within hours, Los Angeles City Councilwoman Janice Hahn said she would be a candidate. California Secretary of State Debra Bowen, who represented much of the district in the Legislature, let it be known that she was "seriously considering" the idea. Activist Marcy Winograd, who mounted a strong but unsuccessful challenge to the moderate Harman from the left in last year's primary, said she was "exploring the possibility."
