City Council approves plan to get more police officers to patrol the streets
The city will free up 27 police officers to patrol the streets by borrowing funds intended to help the community near the Sunshine Canyon landfill, under a plan approved Tuesday by the City Council. The plan by Councilman Greig Smith calls for keeping a group of 27 civilians working through June 30 at the new Metropolitan Detention Center, relieving sworn officers from their assignment as jailers. The city will borrow $639,706 from the Sunshine Canyon Community Amenities Fund to free up the civilian jailers, with plans to repay the money in two years at no interest.

Tight security in place for Sunday's All-Star Game
The Department of Homeland Security, the Los Angeles Police Department and National Basketball Association will provide security for events associated with Sunday's All-Star Game at Staples Center. The LAPD will deploy numerous gang unit officers to patrol the area on foot and canine units will also be used for bomb detection and checking arriving limousines and buses. The LAPD urges people who see something to say something by going to iwatchla.org or by calling (877) 284-7328.

Suspect shot, killed by off-duty LAPD officer
A suspect was shot and killed in an officer-involved shooting in Harbor Gateway early Tuesday morning. The shooting, which involved a Los Angeles police officer, happened on 224th Street and Denker Avenue shortly after midnight. Officials said an armed man approached the plainclothes officer and tried to carjack him. They said the officer was threatened and fired at least once at the suspect. A 911 call from an unknown caller directed authorities to the scene after shots were heard.

Sheriff Lee Baca warms to governor's plan to supervise parolees locally
Sheriff Lee Baca suggested that Gov. Jerry Brown's proposal to shift some services from state to local governments could be "a crime fighting opportunity." The county's top law-enforcement officer made clear that agreements on funding and liability were key to his department's ability to take on some of the state's roles. But he also seemed to surprise some members of the Board of Supervisors with his willingness to consider taking on new responsibilities.

San Jose officials warn of massive police and fire layoffs
Sketching out a worst-case scenario of San Jose's budget meltdown, city officials warned this week that they could lay off as many as 349 police officers and 145 firefighters, slashing close to a quarter of the city's public safety employees. The city is also looking at millions of dollars in other cuts, including shutting off neighborhood streetlights for much of the night and eliminating some gang-prevention programs.

Jerry Brown announces state hiring freeze
Gov. Jerry Brown announced a state hiring freeze Tuesday as part of his plan to cut more than $360 million in government costs. Agencies could receive exemptions from the freeze if they are able to meet their savings goals in other ways, but "the hiring freeze will be in effect until agencies and departments prove that they can achieve these savings," Brown said in a statement Tuesday. Past governors have tried to curtail state hiring with limited success.

Wendy Greuel says LA's Treasurer's Office should be eliminated
City Controller Wendy Greuel recommended Tuesday that the Los Angeles Treasurer's Office be eliminated and its duties consolidated with the Office of Finance. Following up on a 2005 review of the agency responsible for nearly $7 billion in investments, Greuel said the city must look for cost savings as it grapples with reducing a $350 million deficit in next year's budget.

California prison costs out of line
A recent Wall Street Journal article on how states are reducing their prison costs was illustrated with a photo of inmates being housed cheek-by-jowl in a California prison gymnasium. The article was also illustrated with a chart detailing how 31 states were reducing their prison spending. But California was not on the list for a very simple reason: It is not reducing prison spending, even though the number of its inmates is slowly declining.

Senate passes extension of Patriot Act provisions
The Senate late Tuesday passed a three-month extension of provisions of the USA Patriot Act as Congress works to avoid a lapse of elements of the terrorist surveillance program that expire at the end of the month. Senate Democrats are hoping to avoid interjecting the national security issue into the 2012 presidential campaign by sending their bill to the Republican-led House, which earlier this week overcame opposition from conservative lawmakers to pass an extension through Dec. 8.
