Crime alerts for Del Rey, El Sereno and one other Los Angeles neighborhood
Crime reports are up significantly for the latest week in three Los Angeles neighborhoods, according to an analysis of LAPD data by the Los Angeles Times' Crime L.A. database. Two neighborhoods reported a significant increase in violent crime. Del Rey recorded five reports compared with a weekly average of 0.8 over the last three months. El Sereno was the lone neighborhood with a property-crime alert. It recorded 14 property crimes compared with its weekly average of 8.8 over the last three months.

Man fatally shoots woman, then leads police on car chase, authorities say
A man who allegedly shot and killed a woman led police on a nearly half-hour car chase on Wednesday that ended about a block from the shooting just south of downtown Los Angeles. Police responded to a call of shots fired about 1:08 p.m. near the corner of Maple Avenue and Adams Boulevard. When they arrived in the residential neighborhood, they found a gunshot victim on the ground, Los Angeles Police Department Officer Bruce Borihanh said. Witnesses directed officers to where the gunman was hiding.

Twenty years after the beating of Rodney King, the LAPD is a changed operation
In the wake of the videotaped police attack on motorist Rodney King, the department has learned to embrace video scrutiny. Police now work in a YouTube world in which cellphones double as cameras, news helicopters transmit close-up footage of unfolding police pursuits, and surveillance cameras capture arrests or shootings. Police officials are increasingly recording their officers. Compared to the cops who beat King, officers these days hit the streets with a new reality ingrained in their minds: Someone is always watching.

L.A. Mayor Antonio Villaraigosa calls for rollback in pension benefits and increase in retirement age for civilian workers
Looking to shave retirement costs in the middle of a budget crisis, Los Angeles Mayor Antonio Villaraigosa called Wednesday for a rollback in pension benefits and an increase in the retirement age for civilian city workers. Villaraigosa plans to appear with business leaders at noon to announce his proposal, which would apply to civilian employees such as librarians, park recreation workers and 911 operators. Civilian city workers currently receive pensions equal to 100% of salaries if they work at City Hall for 46.3 years.

WSJ/NBC Poll: Strong support for bargaining rights
Americans strongly oppose efforts to strip unionized government workers of their rights to collectively bargain, even as they want public employees to contribute more money to their retirement and health-care benefits, the latest Wall Street Journal/NBC News poll shows. Eliminating collective bargaining rights for public-sector workers over health care, pensions or other benefits would be either "mostly unacceptable" or "totally unacceptable," 62% of those surveyed said. Only 33% support such limits.

Controller John Chiang warns of potential state cash crunch
State Controller John Chiang, no stranger to budget battles, is once again warning state leaders he may resort to "invasive cash conservation options" before July unless they pass a budget solving the state's $26.6 billion deficit. The Democrat did not specify what those options might be, but he later referenced actions he took in 2009, which ranged from delayed tax refunds to IOUs. With or without a budget, Chiang said the state will have enough cash through the 2010-11 fiscal year, which ends in June.

Los Angeles to end year with revenue at 2007 level, Controller forecasts
Los Angeles, the second most- populous U.S. city, will end this year with the lowest revenue for its main account since 2007, and see "sluggish" economic growth in the year starting in July, Controller Wendy Greuel said. Taxes and fees for the general fund will grow 0.61 percent to $4.28 billion, Greuel said in a report today. Los Angeles, which forced some workers to take unpaid furloughs to save money this year, already faces a deficit of $350 million for the coming year.

Enlisting prison labor to close budget gaps
Prison labor - making license plates, picking up litter - is nothing new, and nearly all states have such programs. But these days, officials are expanding the practice to combat cuts in federal financing and dwindling tax revenue, using prisoners to paint vehicles, clean courthouses, sweep campsites and perform many other services done before the recession by private contractors or government employees.

Immigration initiative may put domestic violence victims at risk
California's participation in a federal immigration enforcement program may endanger undocumented victims of domestic violence, according to groups that work with abuse victims. Last week, U.S. Immigration and Customs Enforcement announced that all 58 California counties had been linked to the federal Secure Communities program. The program provides ICE agents with the fingerprints of individuals arrested by local authorities; the agents then use a national database to determine whether or not that individual is eligible for deportation.
