Law Enforcement

Chief Beck and the Police Commission get it right
When people threaten police officers with a deadly weapon, they alone are responsible for the consequences of these actions. This basic tenant of law enforcement was resoundingly upheld on Tuesday as the Police Commission ruled that LAPD Officer Frank Hernandez and other officers at the scene near MacArthur Park acted appropriately - and fully within Department policy - in the Sept. 5, 2010 shooting death of Guatemalan immigrant Manuel Jamines.

Unlicensed motorists put us at risk; their vehicles should be impounded

The California Motor Vehicle Code 12500 makes it clear that driving a car is unlawful without a valid driver's license. There's good reason for that. Obtaining a driver's license requires training on the proper rules of the road and safety, as well as an actual behind the wheel test. This strict rule of licensing is one of the reasons that the nation's roads are much safer than countries with looser driver rules. That's why it's disheartening that the Los Angeles Police Department is softening its punishment for unlicensed drivers caught at checkpoints.

Two men wounded in Cypress Park shooting

A drive-by shooting in Cypress Park on Wednesday left two men with gunshot wounds in their legs, authorities said. The shooting was reported at 5:12 p.m. near Cypress Avenue and Figueroa Street and involved "two unknown suspects who drove by and fired multiple rounds," Los Angeles Police Department spokeswoman Norma Eisenman said. "There were two victims, each sustained gunshot wounds in the legs. Both are in stable condition." "It is unknown whether the incident was gang-related," she said.

Details of LAPD fatal shooting in Westlake revealed

A day after the Los Angeles Police Commission concluded that a police officer was justified when he fatally shot a drunk, knife-wielding man on a busy street corner, the oversight body released a detailed report that further elaborated on its decision. The 21-page report offers details of the killing of Manuel Jamines, which triggered days of unrest and rioting in the Westlake neighborhood where the shooting occurred. It includes accounts of the slaying from three officers who went to the scene in response to a public-disturbance call, as well as several eyewitnesses.

Police historical society opens permanent SLA exhibit

Their violent acts riveted the world in the 1970s as they robbed, murdered and kidnapped from the San Francisco Bay Area to Los Angeles. Now, items that the Symbionese Liberation Army used in a fruitless bid to spur a social revolution, including weapons and bomb parts, will be on display for the first time in a permanent museum exhibit unveiled Wednesday at the Los Angeles Police Historical Society. "It's a case of enduring interest," said Glynn Martin, executive director of the historical society.

State Budget Crisis

Lawmakers OK billions in program cuts in California budget
State lawmakers Wednesday approved billions of dollars in cuts to welfare, medical programs for the poor and in-home care for the elderly and frail, among other services, moving forward key pieces of Gov. Jerry Brown's budget reduction package. They also voted to sharply reduce services for the developmentally disabled and shifted hundreds of millions of dollars away from mental health and early childhood programs to use instead to reduce the deficit.

Pensions

Worker confidence on having enough money for retirement hits 20-year low
More than a quarter of U.S. workers said they're "not at all confident" about their ability to afford a comfortable retirement, the highest percentage in two decades, according to an Employee Benefit Research Institute report. "We're getting the most pessimistic results we've ever seen," said Jack VanDerhei, EBRI's research director and coauthor of the study released today. "Those that are not well prepared are finally starting to get it.

CalPERS leaves key assumption unchanged, avoiding rate hike

The CalPERS Board of Administration voted Wednesday not to change its assumptions about how quickly its investments will grow, a move that saves cash-strapped governments across California from drastically higher pension rates. The move also increases the likelihood that the California Public Employees Retirement System's investments will not grow quickly enough to meet its obligations, requiring rate increases later on.

Unions

Field Poll: Californians OK with unions but support public pension rollback
California voters don't have a problem with unions, but they're not so keen on public employee pensions promoted by organized labor, according to a new Field Poll. Nearly half of registered voters - 46 percent - believe unions do more good than harm, while only 35 percent believe the opposite.

Environment

Small amounts of radiation headed for California, but no health risk seen
Small amounts of radioactive isotopes from the crippled Japanese nuclear power plant are being blown toward North America high in the atmosphere over the Pacific Ocean and will reach California as soon as Friday, according to experts. A network of sensors in the U.S. and around the world is watching for the first signs of that fallout, though experts said they were confident that the amount of radiation would be well within safe limits.
