LAPD announces $75,000 reward in shooting of three at South L.A. adult day-care center

It was lunchtime at the South L.A. adult day-care center and a group was gathered in the backyard when shots suddenly rang out: 10 semiautomatic rounds intended for someone else. One woman was hit in the head, a man was shot in the face and another woman's head was grazed. The three adults, all of whom suffer from "profound mental challenges," are expected to recover, authorities said, but the culprits of the March shooting are still on the loose. LAPD investigators, who have acknowledged they're short on details, announced a $75,000 reward Wednesday for information into the shooting.

Half-price beer will no longer be sold during baseball games at Dodgers Stadium as officials consider a variety of ways to improve safety, the team announced Wednesday. The promotion, which was set to begin April 21, has been canceled in light of an incident last month in which a Giants fan was brutally beaten after the Dodgers home opener.

State Budget Crisis

Brown: Public's safety at risk
Laying out his tax plan in the starkest terms possible, Gov. Jerry Brown said Wednesday that the public's safety is at stake if Republicans don't allow voters to decide whether they want to extend taxes. At a Capitol news conference, Brown turned up the heat on Republicans, surrounding himself with law enforcement leaders -- traditional allies of the GOP -- to urge passage of tax extensions so that he can enact a far-reaching realignment law he recently signed that would shift crime prevention responsibilities from the state to local agencies.

Gov gets cops' nod to move cons to jails; GOP says "blood on streets"
What a difference a week (or nine days) makes. Just yesterday, it seems, we were telling readers about the governor's decision to sign a bill that will transfer thousands of state prisoners to local jails (even though he's so far failed to get the funding for that change) -- and about law enforcement's very vocal anger about the lack of money to make it happen. On Wednesday, everyone kissed and made up. Gov. Jerry Brown appeared at a Capitol news conference with the leaders of the statewide sheriffs, district attorneys, probation chiefs and police chiefs associations, as well as Los Angeles County Sheriff Lee Baca, whose jurisdiction accounts for 30 percent of state prisoners.

State of the City

Mayor's State of the City speech focuses on education
Civic leaders expressed consternation and puzzlement, but also praise, for Mayor Antonio Villaraigosa's focus on education - calling for a revamped teachers contract and more choices for students - in his annual State of the City address Wednesday, even as City Hall struggles with a financial crisis. "The mayor needs to direct his attention at what is essential, and that's the elected position of running the city," said Councilman Dennis Zine, adding that many of his San Fernando Valley constituents don't believe the city is being run smoothly. "Pave the streets, fix the sidewalks, trim the trees and provide public safety without increasing taxes. That's what I would hope he would focus on."
