LAPD's Hydra Program: Command officer training for critical incidents
Law enforcement professionals can point to a variety of historical incidents where seemingly innocuous occurrences have evolved into full-fledged crises. Critical incidents have a trajectory, and each department's command staff has a crucial role to play in mitigating liability along its flight path. The golden hour of critical response has a huge bearing on an incident's final outcome. Training to handle a critical incident requires a learning environment where the complexity, chaos, and challenge of real incidents are recreated.

California has $2 billion in unexpected tax revenue
State officials are reporting an unexpected $2-billion surge in tax receipts that will help lawmakers close the remaining $15-billion budget deficit, and the Capitol is humming with hope that more is coming. But the windfall could complicate Gov. Jerry Brown's push for tax increases, which he says are needed for California's longer-term financial health. Some analysts say the surprise - the sign of a brightening economy - could be just the beginning.

California to delay sending DMV registration bills
California drivers who are scheduled to register their cars in July are getting a reprieve -- as the state won't be sending them their annual registration bill just yet and is waiving any late fees for at least a month. But the move is hardly a gift from the cash-strapped state. It is part of an effort by lawmakers and Gov. Jerry Brown to buy time to negotiate a budget package that includes hiking vehicle registration fees.

Proposals would cut benefits for California employees 25% to 40%
Pension benefits for hundreds of thousands of state workers would be reduced 25% to 40% under two proposals that have become the focal points for what could become a costly and bruising ballot fight over retirement funding. In a new financial analysis estimating the cutbacks, the nonprofit California Foundation for Fiscal Responsibility warned that rising costs of public employee pensions and retiree healthcare could overwhelm the ability of taxpayers to fund many basic health, welfare and public safety services.

Public employees defend 'modest' pension benefits
Public employees, saying they are tired of being lumped together with the few who have been snared in pension scandals, struck back Wednesday with what they called their own "truth squad" on pensions at the Capitol. One longtime teacher's aide at the news conference accused "out-of-state billionaires and corporate interests whose greed led to California's budget mess" of leading attacks on unions to divert the blame from themselves.

Groups press Brown for sentencing reforms
A team of advocacy groups is pushing Gov. Jerry Brown to include sentencing reforms in the revised state budget proposal he will unveil this month. The three organizations - the American Civil Liberties Union of California, the Drug Policy Alliance and the Ella Baker Center for Human Rights - contend that reducing charges for simple drug possession and nonviolent property crimes from felonies to misdemeanors would yield many millions of dollars in cost savings to the deficit-plagued state.
