Crime alerts for Westchester, Chatsworth and 15 other L.A. neighborhoods
Crime reports are up significantly for the latest week in 17 L.A. neighborhoods, according to an analysis of LAPD data by the Los Angeles Times' Crime L.A. database. Ten neighborhoods reported a significant increase in violent crime. Westchester was the most unusual, recording six reports compared with a weekly average of 1.8 over the last three months. Chatsworth topped the list of nine neighborhoods with property crime alerts. It recorded 29 property crimes compared with its weekly average of 15.5 over the last three months.

Hard times, fewer crimes
When the FBI announced last week that violent crime in the U.S. had reached a 40-year low in 2010, many criminologists were perplexed. It had been a dismal year economically, and the standard view in the field, echoed for decades by the media, is that unemployment and poverty are strongly linked to crime. The argument is straightforward: When less legal work is available, more illegal "work" takes place.

LAPD chase van with hand-scrawled messages to Culver City

Los Angeles police officers on Tuesday chased a van covered with hand-scrawled messages to Culver City and arrested the driver. The brief chase ended about noon near the Westfield Culver City shopping mall, in the 6000 block of Sepulveda Boulevard, said Officer Lyle Knight of the Los Angeles Police Department's Media Relations office. The chase began a short time earlier, when officers from the LAPD's Pacific Station tried to contact the man, but he refused to get out of the van, Knight said.

Lawmakers move toward curbing checkpoint impounds

Over the past year, a half dozen California cities that impounded hundreds of cars driven by unlicensed drivers stopped at sobriety checkpoints have moved to end the lucrative practice. Law enforcement agencies, including the Los Angeles and Oakland police departments, began providing these motorists, nearly all of them illegal immigrants, time to find a licensed driver to legally remove their vehicle from the checkpoint stop.

Sadowski's conviction upheld in 2005 murder of LAX police officer

A state appeals court panel on Tuesday upheld a former aerospace engineer's conviction for murdering an Airport Police officer during an April 2005 carjacking near Los Angeles International Airport. The three-justice panel from California's 2nd District Court of Appeals rejected an appeal filed on behalf of William Sadowski, who is serving a life prison term without the possibility of parole for the April 29, 2005, slaying of Officer Tommy Scott.

California braces for coming tidal wave of released felons
If on November 6, 2012, you enter the voting booth and remain undecided on how to cast your ballot for president, pause to consider a single Supreme Court decision handed down last week. After weighing the legal reasoning of that decision, and more importantly its consequences, both actual and potential, go ahead and choose your candidate accordingly. But be warned: If you live in California, you may wish to mail in an absentee ballot at the earliest opportunity, as your chances of surviving until Election Day have just been somewhat diminished.

Brown trims management staff for prisons
Calling the move "long overdue," Gov. Jerry Brown yesterday ordered more than 400 administrative positions permanently cut at the California Department of Corrections and Rehabilitation - a move the governor's office said would save taxpayers $30 million. Brown said that the "restructuring" would be more efficient while at the same time cutting operating costs.

Pensions

CalPERS bouncing back after torrential years
Things could hardly have been worse when Anne Stausboll took over the reins at the California Public Employees' Retirement System in January 2009. Investments had tanked, allegations of corrupt dealings by insiders were rumbling, and there were concerns that the nation's largest public pension fund, on which 1.6 million members depend, was in serious trouble. Yes, she acknowledges, it has been quite a ride, "though exciting, too, to navigate CalPERS through this. I think we're back on track."

Bernard Parks: Council should take over civil case duties
As the City Attorney's Office faced questions about possible conflicts of interest in its negotiations of employee contracts, an official suggested Tuesday the City Council look at seizing control of half the department. City Councilman Bernard Parks said in an interview the council should look at dividing the City Attorney's Office, with the elected city attorney retaining jurisdiction over criminal cases and the council overseeing civil issues.
