Feds urged to probe how text-message murder suspect was set free on bail
The Los Angeles police union joined calls Monday for a federal investigation into why a judge in Puerto Rico granted bail to a murder suspect who is now on the run. The Los Angeles Police Protective League called Judge Gloria Maynard's decision last month to release the suspected killer of a Granada Hills teen "shocking and inexplicable."

LAPD not negligent in shooting death of 19-month-old girl in hostage rescue, court rules
The Los Angeles Police Department's SWAT team was not negligent when a 19-month-old girl was shot and killed during an attempted hostage rescue in 2005, an appellate court ruled Monday. The 2nd District Court of Appeal affirmed the decision by Los Angeles County Superior Court Judge Rolf M. Treu, who dismissed the case in 2009, finding the officers had acted reasonably in using deadly force.

After arrest in Bryan Stow beating, LAPD still seeks physical evidence

It has been more than three weeks since the Los Angeles Police Department announced the arrest of a suspect in the Dodger Stadium beating that left San Francisco Giants fan Bryan Stow critically injured. Yet no charges have been filed against the alleged assailant in custody, Giovanni Ramirez, and LAPD Chief Charlie Beck acknowledges that the case against Ramirez is based "hugely" on eyewitness identifications, which are difficult to prosecute.

Prisons & Parole

California prisons: 'Non-revocable parole' is too dangerous
The parole program, designed to save money and resources, is poorly run and frees too many dangerous offenders. In theory, only the least violent and least risky felons who have served their time would qualify for non-revocable parole status, and the parole system would use fewer resources and cost the state less money. In practice, thousands of violent and dangerous prisoners have been erroneously freed without parole supervision or parole restrictions.

$180 million in private prison savings ruled out

Most legal observers weren't terribly shocked last month when the U.S. Supreme Court upheld a lower court decision ordering California to reduce its prison population by 33,000 over the next two years - including a 10,000 decrease by the end of November. But apparently Gov. Jerry Brown's administration was caught a bit off guard. You see, Brown's May budget proposal assumed that the state would move about 7,500 inmates back into California next year from the private, out-of-state prisons where they currently are housed.

Immigration

California legislators look at opting out of federal immigration enforcement network
Fellow Democrats are pushing Gov. Jerry Brown to pull California out of a federal dragnet that scoops up immigrants in county jails or let cities and counties decide on their own if they want to participate. Immigrant advocates who say the federal-state partnership casts too wide a net want the state to join New York, Illinois and Massachusetts in quitting the Secure Communities program.

State Budget Crisis

?Brown turns up budget pressure as deadline nears
Gov. Jerry Brown called on the Legislature Monday to rise above partisan differences and resist pressure from talk shows, bloggers and anti-tax advocates to pass a California budget that would close the remaining $9.6 billion deficit with temporary taxes and no additional cuts. Both the Senate and Assembly were expected to take up budget issues Monday, although it was not clear whether they would make progress on the most contentious issue continuing higher taxes.
