New L.A. budget is ushering cops, firemen out the door
What will Los Angeles look like in five years? In ten or twenty? The answers may depend on some crucial decisions to be made at City Hall this month. Like many American cities, Los Angeles is struggling with the effects of prolonged recession, and civic priorities are being reassessed with an eye toward declining tax revenues. Earlier this month, Mayor Antonio Villaraigosa and the city council approved a municipal budget that leaves a $41-million hole in the LAPD's already reduced funding, and they have offered Chief Charlie Beck no guidance on how they expect him to close it.

1 dead, 2 wounded in shooting at Venice park
One person was killed and two others were wounded Wednesday afternoon in a shooting at a park in Venice, authorities said. The shooting was reported about 4:10 p.m. on the field of Penmar Park in the 1300 block of East Lake Street, said LAPD spokeswoman Rosario Herrera. One of the victims was pronounced dead at the scene. The two others were taken to a hospital but their condition was not known, nor were the circumstances of the shooting.

LAPD officers fatally shoot knife-wielding man in Jefferson Park
Los Angeles police have shot and killed a man who allegedly threatened them with a knife in the Jefferson Park area. The shooting occurred just before 10 p.m. Wednesday in the area of Chico and West 28th streets. LAPD officials say the man approached them in a threatening manner, forcing them to open fire. A witness said the man refused to drop the knife, and officers fired up to ten shots.

Teens hold police at bay in Boyle Heights
Two teens - ages 19 and 16 - were taken into custody early Wednesday morning after a four-hour standoff with police. Sheriff deputies say it started with an altercation outside County-USC Hospital around 10:30 p.m., Tuesday. It later moved to an apartment complex a few blocks away where deputies say they came under fire as the suspects threw rocks and bottles. LAPD officers were called in for back-up. Eventually, SWAT officers and the bomb squad joined in for what ended up as a massive police presence.

Red-light cameras again flummox L.A. City Council
The Los Angeles City Council stalemate over the city's red-light camera program grew even more pronounced Wednesday, with members making zero progress on the issue after trying four times in 10 minutes to resolve it. In a chaotic flurry of votes, during which two council members said they had accidentally voted the wrong way, neither supporters nor opponents of the cameras were able to gain the upper hand. The drama began when Councilman Tony Cardenas, looking to keep the camera program alive, asked his colleagues to postpone a decision on the matter until late July 26 -- five days before the program is slated to die.

UC Davis research shows guns, alcohol related
If there is a link between alcohol and violence, how should society seek to deal with it? New research out of the University of California at Davis suggests one idea: Pass laws that address the intersection of booze and guns. According to a new analysis of data by Garen J. Wintemute, director of the UC Davis Violence Prevention Research Program, people who drink heavily and engage in risky behavior like drinking while driving are also more likely to own guns and carry a concealed weapon.

California budget cuts slash monitoring of gang parolees
While state prison officials plan to move tens of thousands of inmates to county jails in a highly publicized budget move, they began another money-saving effort last month: removing GPS tracking devices from hundreds of paroled gang members. Corrections officials had been monitoring about 950 gang members statewide through GPS, but budget cuts are forcing them to cut the number to 400 by July 1, said Oscar Hidalgo, spokesman for the California Department of Corrections and Rehabilitation.

No threat of bankruptcy, Los Angeles budget boss contends
Although Los Angeles is living through hard times, it's far from insolvency, the city's top budget official says. Chief administrative officer Miguel Santana said claims by former Mayor Richard Riordan that Los Angeles is headed towards bankruptcy are off-base. "There are so many tools in front of us before insolvency even becomes an option," Santana said in an interview. "We have actually made significant progress over the last two to three years to address some of our underlying challenges. We are very proud of what we have done."

Giants fan Bryan Stow moves arm; condition upgraded from critical to serious
Giants fan Bryan Stow, who was severely beaten after the Dodgers' home opener in March, was upgraded from critical to serious condition, doctors in San Francisco announced Wednesday. At a news conference, doctors at San Francisco General Hospital said Stow was opening his eyes and showed some movement in one arm. Stow was in a coma for weeks after the attack and suffered brain damage. Two men attacked Stow, a 42-year-old paramedic, in the parking lot of Dodger Stadium on March 31 after the rival teams played their season-opening game.
