This Citizen Corps News Digest is provided by FEMA's Individual & Community Preparedness Division to highlight community preparedness and resilience resources and activities recently announced by federal agencies and Citizen Corps partners.

Conducting CERT drills and exercises just got easier…

Dear CERTers,

The Community Emergency Response Team (CERT) Program at FEMA is pleased to announce a new library of 20 ready-to-use CERT exercises of all types, now available for download on the new Drills and Exercises page of the National CERT website at http://www.citizencorps.gov/cert/exercises.shtm. The new materials will help CERT programs conduct a variety of drills and exercises based on different scenarios.

Drills and exercises are great opportunities for CERT programs to engage their volunteer members and to practice, assess, and improve their program's emergency response plans and on-the-ground operations. The scenarios, objectives, and events of each exercise can be used as is or modified to address the local CERT program's training priorities.

The new web page includes materials for 4 drills, 6 tabletop exercises, 4 functional exercises, 4 full-scale exercises and 2 competitive events that were developed according to national guidance and principles outlined by the Homeland Security Exercise and Evaluation Program (HSEEP). All drills and exercises were developed with common terminology and a systematic approach consistent with the National Incident Management System (NIMS) framework to ensure that CERT programs are well-integrated with emergency management and incident response operations.

Planning exercises and drills does not have to be a daunting and time-consuming task for CERT programs. Review the drills and exercises on the National CERT website and start planning for your next CERT exercise today!

Help Craft Our Nation's Preparedness Messaging

Our nation's resilience depends on you and your neighbors preparing for potential hazards in your communities. To facilitate this effort, we are increasing outreach efforts and encouraging everyone to take actionable steps to be prepared. Additionally, FEMA and the American Red Cross are hosting a workshop later this month to discuss preparedness messaging with communication and behavior change experts. To help inform discussions during this workshop, we want to hear about your experiences in preparing for emergencies.

In preparing for the workshop, a new topic -- Building and Sustaining National Preparedness Efforts: A National Campaign -- has been started on Ideascale for you to contribute your experiences and ideas to.

In addition to informing discussions throughout the workshop, your posts on this topic will help us begin to develop a national campaign encouraging people to take actions in their everyday lives to prepare for disasters. This effort is a major part of Presidential Policy Directive 8 / PPD-8: National Preparedness – and it's one of the most visible ways the whole community will be involved in keeping our nation safe and resilient.

  • Michelle Hanneken, the Citizen Corps program coordinator for the state of Illinois, will discuss strategic planning and increasing the sustainability of our programs in the new grant environment.
  • Stella Hickey, the Fire Corps advocate for the state of Oregon and secretary of Oregon's Citizen Corps Council, will review the 501c3 process and how our programs can use this status to tap into donations, fundraising, and other sources of revenue.

There is still time to nominate outstanding individuals, organizations, Citizen Corps Councils and programs working to make our communities safer, stronger and better prepared for any disaster or emergency event. The Individual and Community Preparedness (ICP) Awards nomination window is open through July 31, 2012 for activities taking place during the period of January 1, 2011 through June 1, 2012.

Winners of the 2012 FEMA ICP Awards will be chosen from ten categories and announced in September during National Preparedness Month. They will also be FEMA's honored guests at a community preparedness roundtable event in Washington, D.C. As you prepare your submission, don't forget to take a look at the remarkable Champions of Change recognized last year at the White House for their contributions and achievements in helping their communities get ready for emergencies.

Youth Preparedness is Coming, Youth Preparedness is Coming!

Do you live in or around the Boston area? Are you interested in learning more about youth preparedness and/or implementing it in your organization? If so, you're in for a wicked great day!
