Man killed in Harbor City pointed a gun at police
A reputed gang member killed by police in Harbor City was shot because he pointed his gun at officers, police said Tuesday. Julien Robert Gonzales, 23, was shot about 10:40 p.m. Friday when police tried to stop him on his bicycle at Lomita Boulevard and Normandie Avenue, Los Angeles police Detective Gus Villanueva said. Police officers working in full uniform on a crime-suppression detail spotted Gonzales on his bicycle without lights, and attempted to stop him for a traffic infraction.

Teen arrested, accused of planning shooting at Notre Dame High School, source says
A 16-year-old student who allegedly planned to bring a gun to his Sherman Oaks high school and kill at least three people was in custody Tuesday after police received a tip from a parent, according to the Los Angeles Police Department. The teen, whose name was not released because he is a minor was arrested Friday, according to Capt. Paul Snell, commanding officer of LAPD Van Nuys Division.

Bomb squad robot fires 'disruptor' round at suspicious device
A Los Angeles Police Department bomb squad robot fired a "disruptor" round Tuesday night at a suspicious device in Encino to determine whether it was explosive. But the device did not detonate and was deemed not to be explosive, the Los Angeles Police Department said. Earlier, people were evacuated from businesses and homes in an area bounded roughly by Lindsey Avenue on the west, Newcastle Avenue on the east, Ventura Boulevard on the north and Tarzana Street on the south.

91-year-old woman critically injured in hit and run, LAPD says
Los Angeles police Tuesday night were looking for a driver who struck a 91-year-old woman in Lincoln Heights and fled the scene. The woman was critically injured, the Los Angeles Police Department said. Her name was not released. She was hit Feb. 29 about 6:55 p.m. as she was crossing the street where Spring Street, Broadway and Avenue 18 intersect, police said.

Guards quell riot at Folsom State Prison
Correctional officers at Folsom State Prison put down a wild prison melee involving up to 70 suspected gang members Tuesday, firing pepper spray and nonlethal rounds to quell the riot. No serious injuries were reported in the clash that broke out between two apparent rival gang factions. The brawl prompted correctional officers to summon reinforcements from the nearby California State Prison, Sacramento, said corrections agency spokesman Lt. Paul Baker.

Hacker helped FBI break into Anonymous
An influential computer hacker turned FBI informant led investigators to his former accomplices, helping federal agents make their first significant crack into Anonymous, a cybergroup that attacks corporate and government websites. Four members of the international computer hacking group LulzSec were charged Tuesday with a worldwide conspiracy after the legendary hacker known in Internet circles as Sabu exposed the inner workings of the sophisticated attacks.

L.A. lawmaker wants app for insurance proof
California drivers seeing flashing lights in their rearview mirror may soon be reaching for their smartphones instead of putting them down. A bill introduced by Assemblyman Mike Gatto, D-Los Angeles, would give Californians the option of presenting their proof of insurance on a hand-held device during traffic stops. "We are the state where there's so much technological capital," Gatto said.

L.A. City Council supports privacy bill
In response to a hacker group's posting of LAPD officers' personal information, a state assemblyman has proposed a law that would keep cops' property records (and thus addresses private). The L.A. City Council has followed suit with a resolution supporting the bill by Assemblyman Mike Feuer. The resolution by city Councilman Dennis Zine, a reserve LAPD officer, won unanimous support.

L.A. budget chief says city cannot pay raises promised to 20,000
L.A.'s top budget official warned Tuesday that the city can no longer afford to pay raises that are due to roughly 20,000 of its workers July 1, according to correspondence obtained by The Times. City Administrative Officer Miguel Santana sent a letter to members of the Coalition of L.A. City Unions calling for the reopening of contract talks, saying negotiations will be needed to confront a $220 million budget shortfall that looms in the fiscal year starting July 1.

L.A. mayor candidate Perry claims corruption in redistricting fight
Los Angeles mayoral candidate Jan Perry on Tuesday sent out a sharply worded campaign email laced with accusations of corruption. But she wasn't attacking City Councilman Eric Garcetti, City Controller Wendy Greuel or any of her other opponents in next year's race. Instead, her targets were City Council President Herb Wesson and Councilman Jose Huizar, two politicians who she believes are behind a redistricting proposal that would strip much of downtown L.A. from her 9th District.
