FEMA Seeks Applicants for National Advisory Council

The U.S. Department of Homeland Security's Federal Emergency Management Agency (FEMA) is now accepting applications for individuals interested in serving on the National Advisory Council (NAC) to apply for appointment. The NAC is an advisory committee established to ensure effective and ongoing coordination of federal preparedness, protection, response, recovery, and mitigation for natural disasters, acts of terrorism, and other man-made disasters.

The NAC advises the FEMA Administrator on all aspects of emergency management frameworks, strategies, and plans while incorporating the whole communities input through appointed council members.

The NAC will have a position open for applications and nominations in the following disciplines:

  • Emergency Management Field (one representative appointment)
  • State Non-Elected Official (one representative appointment)
  • Standards Setting (one representative appointment)
  • Public Health (one Special Government Employee (SGE) appointment)
  • Functional Accessibility (one representative appointment)
  • Emergency Medical Providers (one SGE appointment)
  • Tribal Non-Elected Officials (one representative appointment)
  • Tribal Elected Officials (one representative appointment for a one-year term)
  • Emergency Response (one representative appointment for a one-year term)
  • Department of Defense (Ex Officio representative)

Individuals interested in serving on the NAC may apply for appointment by submitting a Resume or Curriculum Vitae (CV) to the Office of the National Advisory Council by fax, email, or mail. Letters of recommendation may also be provided, but are not required. Applications and/or nominations must also include the following information: the applicant's full name, home and business phone numbers, preferred e-mail address, home and business mailing addresses, current position title and organization, and the discipline area of interest (i.e., Emergency Management). The deadline for applications is Friday, March 8, 2012, 5:00 p.m. EST.

The NAC consists of up to 35 members, all of whom are experts and leaders in their respective fields. The members of the NAC are appointed by the FEMA Administrator and are composed of federal, state, tribal, local, and private-sector leaders and subject matter experts in law enforcement, fire, emergency medical services, hospital, public works, emergency management, state and local governments, public health, emergency response, standard settings and accrediting organizations, representatives of individuals with disabilities, infrastructure protection, cyber security, communications, and homeland security communities.

Appointments are for three-year terms to June 15, 2016, unless otherwise noted. The Administrator may also appoint additional candidates to serve as a FEMA Administrator Selection for three-year terms.

Members selected for the council serve without compensation from the federal government; however, consistent with the charter, members receive travel reimbursement and per diem under applicable federal travel regulations. Registered lobbyists, current FEMA employees, Disaster Assistance Employees, Reservists, FEMA Contractors, and potential FEMA Contractors will not be considered for NAC Membership.

Visit the New Citizen Corps and CERT Web Pages

The Citizen Corps website and CERT web page have relocated to new homes. FEMA has consolidated all of its online content, including content currently on the Citizen Corps website, into two websites: FEMA.gov and Ready.gov. In addition to reducing costs, this website migration provides an opportunity to increase the visibility of our programs to an entirely new audience and to recruit new volunteers. The new website locations also give you easy access to more resources than ever and an updated look and feel for online content.

Now when you try visiting the original Citizen Corps website, you should be automatically redirected to the new page at www.ready.gov/citizen-corps . Likewise, if you try visiting the original CERT website, you should be automatically redirected to its new page at www.fema.gov/community-emergency-response-teams .

The new web pages should have all of the functions of the original Citizen Corps and CERT websites, including program registration and profile updates. We also intend to build out State-specific pages to drive more traffic to the State websites. If anything is missing or does not work properly, please do not hesitate to reach out to us at citizencorps@fema.dhs.gov .

Respond to Tornado Injuries with First Aid Training

After a tornado strikes, injuries may result from the direct impact of the storm or afterwards when people walk among debris and enter damaged buildings. A study of injuries after a tornado showed 50 percent of the tornado-related injuries were suffered during rescue attempts, inspection of damage and cleanup. Protecting yourself, family and community members requires promptly treating any injuries suffered during the storm and using extreme care to avoid further risks.

Consider taking a first aid training course to learn life-saving skills and put them to use after a tornado or other emergencies. The National Safety Council and American Red Cross both offer first aid training to get prepared.

Some basic tips to follow in the event of an injury include:

  • Do not attempt to move seriously injured people unless they are in immediate danger;
  • If someone has stopped breathing, begin CPR if you are trained;
  • Stop a bleeding injury by applying direct pressure to the wound;
  • Have any puncture wound evaluated by a physician; and
  • Call 911.

USGS Aims to Detect Earthquakes before They Strike

The United States Geological Survey (USGS) is currently developing an Earthquake Early Warning System for the west coast of the United States in conjunction with scientists at academic institutions including: California Institute of Technology , University of California at Berkeley and University of Washington . Under the Stafford Act , the USGS has the federal responsibility to issue alerts for earthquakes, enhance public safety and reduce losses through effective forecasts and warnings.

The Earthquake Early Warning System could provide as much as 60 seconds advance warning and allow people to take protective action in advance. Currently, USGS issues rapid, automatic earthquake information via the Internet, email, text messages and social media.

Four Days Left Until Campus Resilience Pilot Application Deadline

Applications for the newly launched Campus Resilience Pilot Program (CR Pilot) are due in just four days on February 22, 2013. Don't wait and apply today !

The Department of Homeland Security will select six colleges or universities nationwide to pilot an emergency preparedness and resilience planning process. The CR Pilot will reach a diverse group of colleges and universities of various settings and sizes. The six selected CR Pilot colleges and universities will have the opportunity to convene their campus leadership and students in facilitated community engagement work and receive technical assistance in assessing and further developing their own campus emergency and resilience plans.
