NYC Council to call for hiring of 1,000 more police officers, setting up possible clash with mayor
The New York City Council is poised to renew its call to hire 1,000 more officers for the police department, potentially setting up a repeat clash with Mayor Bill de Blasio about the headcount of the nation's largest police force. The council will release its budget presentation on Tuesday and will include funding to hire the additional officers, council staffers told The Associated Press on Sunday. The council made the same proposal a year ago but it was rejected by de Blasio and not included in the final budget for fiscal year 2015, which began July 1.

Police Use of Stun Guns Eyed in Officer-Involved Killings
"Officers need to be spending more time de-escalating situations, instead of resorting to the use of this very convenient tool," said Emma Andersson, a staff attorney with the American Civil Liberties Union. "The jury's still out on whether or not its lethal force, but it's not nothing — it's very dangerous." Officer Michael Slager was charged with murder and then fired from the North Charleston Police Department after a bystander's iPhone video captured him shooting a fleeing Walter Scott in the back after failing to subdue him with a Taser.

Why police departments rely on reserve officers
The debate over the role of the reserve officer has been reignited after Reserve Deputy Robert Charles Bates fatally shot a suspect during an arrest on April 2 in Tulsa, (Okla.). The incident was recorded on an officer's body-worn camera, and the video has been released to the public. The footage reveals that after a foot pursuit, several officers apprehended Eric Harris — who allegedly attempted to sell an illegal gun to an undercover officer — and during a struggle on the ground a shot rang out. A man — one would surmise it to be Bates — can be heard saying, “Oh, I shot him. I'm sorry."
