Sketch of suspect in attempted kidnapping released
Police on Tuesday released a composite drawing of a suspect — with blue dental braces — who scaled a chain linked fence in an attempt to snatch two children playing outside a South Los Angeles apartment complex. Some other children began to scream while he was trying to carry the two children away. The suspect then dropped the children and ran away to an unknown location, according to the Los Angeles Police Department.

Neighborhood Still Battles Effects of Gangs Born in Watts
The most notorious rivalry in the history of gangs began on the streets of Watts, as shown in the 2008 documentary, “Crips and Bloods: Made in America.” The fury of the riots that fed the disillusionment of a generation after an era of black activism that saw the emergence of the Black Panthers — and outrage after the assassination of leaders like Martin Luther King, Jr. were all ingredients for a time bomb that's now been going off for more than four decades.

Ezell Ford demonstrators disrupt L.A. Police Commission meeting
Demonstrators briefly halted the Los Angeles Police Commission's weekly meeting Tuesday as they chanted and called for criminal charges against two officers who fatally shot Ezell Ford a year ago. The first mention of Ford's name at the meeting prompted applause from some people in the audience, which included Black Lives Matter activists and Ford's mother. But the group erupted after a woman spoke in support of police and mentioned “black-on-black killings.”

L.A. County to relocate some inmates, build jail to treat the mentally ill
Setting a future course for the troubled Los Angeles County jail system, the Board of Supervisors on Tuesday approved a plan to move at least 1,000 mentally ill offenders out of lockups and voted to build a state-of-the-art jail focused on mental health treatment. The moves come in response to a growing debate about how the county incarcerates its inmates — particularly the mentally ill, who make up 20% of the roughly 17,000 people behind bars.

Jerry Brown signs bill banning grand juries in police use-of-force cases
Gov. Jerry Brown has signed legislation prohibiting the use of grand juries in California in cases where police officers use lethal force, a response to distrust of the grand jury process following the deaths of unarmed black men in other states. Proponents of Senate Bill 227 argued the grand jury process is too secretive and allowed prosecutors to avoid decision-making responsibility in politically charged cases.

California pension reform backers slam Kamala Harris' summary
Proponents of a California ballot initiative requiring pension changes to go through a public vote on Tuesday rejected Attorney General Kamala Harris' official description of the measure as an attempt “to try to mislead the public.” For every ballot measure, the attorney general's office issues a short name and description to appear on the petitions that backers use to get signatures. Because it is often the entry point for voters to understand what's in a ballot initiative, the wording carries high stakes.
