‘Western Bandit' suspect arrested in two slayings, string of shootings and robberies, LAPD says
For years, the man detectives dubbed the "Western Bandit" eluded police. He struck at night or early in the morning, approaching his victims on foot or by bicycle as they stood near cars. Without warning, he opened fire, then fled with anything he could find: cash, wallets, cellphones. Two victims were killed. Six others were wounded. The LAPD's elite Robbery-Homicide Division took over the investigation about a year ago and combed through piles of evidence, looking for a break in the case.

LAPD Is No. 1 in High-Speed-Chase Bystander Deaths
Long before America was enthralled by the slow-speed chase of O.J. Simpson across Los Angeles County in 1994, high-speed chases had already become a staple of network television—worth featuring on newscasts and breaking into regular programming. Los Angeles is a perennial leader in high-speed chases; experience which one would hope translates into safer pursuits for all involved. That is not the case. The Los Angeles Times crunched numbers from 2006 to 2014 and found that innocent bystanders were injured twice as often in LAPD pursuits than the state average.

L.A. City Council to weigh proposals to slash parking fines
With more than $440 million in cash stashed away for a rainy day, Los Angeles City Hall's finances are looking rosier than they have in years. Those numbers, made public last week, have encouraged a group that is urging elected officials to reexamine how parking tickets are issued. Until recently, their proposal to slash fines seemed a tough sell because parking ticket income helped maintain basic city services during the worst of the economic downturn.
