San Fernando Valley homicides up 46 percent over 2 years ago
Homicides in Los Angeles' San Fernando Valley are increasing at a higher rate than in the entire city, according to police data. Homicides in the Valley increased by 14 percent last year and by 46 percent over two years ago, according to LAPD data. Citywide, the homicide rate increased by nearly 9 percent last year and 13 percent over two years ago. There were 39 Valley homicides reported in 2013, 50 homicides in 2014 and 57 homicides in 2015, according to the data.

Gunmen Open Fire On 3 Men In South LA
Police Tuesday investigated the circumstances surrounding a shooting that critically injured two men in South Los Angeles. According to the Los Angeles Police Department, the shooting occurred around 9 p.m. Monday in the area of 94th and Figueroa streets located east of the 110 Freeway. Upon their arrival, paramedics transported two men to a hospital in critical condition. An update on their conditions was not immediately available.

Man killed in shooting near USC
A 46-year-old man who was shot Tuesday afternoon at Jesse Brewer Park near USC has died and the suspected gunman was being booked for his murder, a police sergeant said. The shooting took place about 4:15 p.m. at the park at Exposition Boulevard and Vermont Avenue, said Los Angeles Police Department Sgt. Carlton Brown, watch commander at the Southwest Division. The victim was treated at the scene and then taken to a hospital where he later died, Brown said. His name was withheld pending notification of next of kin.

Vista Man Arrested on Suspicion of Killing 17-Year-Old Texas Girl in Del Rey ‘Failed Robbery'
A San Diego County man was arrested Tuesday morning on suspicion of fatally shooting a 17-year-old girl Texas girl in the parking lot of a shopping center in the Marina del Rey area, LAPD announced. Cameron Frazier, 21, was taken into custody about 9:30 a.m. by the FBI's Fugitive Task Force outside his home in Vista, the Los Angeles Police Department announced. Kristine Carman was visiting the region from Houston when she was killed Jan. 6 at the Villa Marina Marketplace shopping center in the Los Angeles neighborhood of Del Rey, at the edge of Marina del Rey.

Firms left out of LAPD's body camera search decry 'piggybacking' bid process
Los Angeles leaders have described their plan for putting thousands of body cameras on police officers as transformative, a move that will set the standard for major law enforcement agencies across the nation. But that costly and sweeping initiative — expected to consume $57.6 million over five years — hinges on a little-watched contracting process that unfolded more than a hundred miles north.

$250K Worth of Art Including Matisse Piece Stolen in Trailer
The LAPD was on the hunt Tuesday for a stolen truck that was full of valuable art worth a total of $250,000, including a piece by Matisse. The 24-foot long Haulmark trailer was full of paintings, sculptures and prints by Miro, Haring, Neiman, Chagall and Matisse. It was stolen on Nov. 20, 2015 from the area of Nordhoff Street and Alabama Avenue in Chatsworth.

Greyhound Bus Driver in Fatal San Jose Crash Admitted Being Fatigued: CHP
A Greyhound bus that had departed from Los Angeles crashed outside San Jose Tuesday morning, killing two people and leaving 18 others injured, authorities said at the scene. The crash occurred around 6:40 a.m. on the northbound 101 Freeway at the State Route 85 connector. The bus was transitioning onto the HOV connector to State Route 85 when it left the road and collided with several large attenuator barrels at the base of the ramp, according to a news release from the California Highway Patrol.

California Bill Would Limit Rifle, Shotgun Sales To One Per Month
Californians would be limited to buying a maximum of one rifle or shotgun each month under proposed legislation in the state Assembly. It would be the same limit currently in place for handguns. Democratic Assemblyman Miguel Santiago of Los Angeles says his AB1674 responds to a trend of Californians purchasing more long guns than handguns in the last decade. He says it makes no sense that anyone can buy as many rifles or shotguns as they want at any time.

DWP board approves power rate hike to raise $720 million
The board that oversees the Los Angeles Department of Water and Power approved a plan Tuesday to increase power rates in a move it said was necessary to meet a slew of energy-related mandates and repair the city's degrading power infrastructure. If approved by the City Council, the rate hike would result in a systemwide 3.86% average annual rate increase and generate about $720 million over the next five years, DWP said. Agency officials say typical residential customers would see a smaller change — a 1.56% average year-over-year increase to their monthly power bills.

LA addressing medical marijuana mixed message on tax collection
The city will stop issuing new business tax certificates to medical marijuana dispensaries under an ordinance approved today by the Los Angeles City Council. Despite the 2013 voter approval of Proposition D, which banned most medical marijuana businesses in Los Angeles, city finance officials have continued to issue tax certificates and collect taxes from them, illegal or not. Some medical pot shops in the city are still allowed to operate due to exceptions in Proposition D, but finance officials said they are unequipped to determine whether a medical marijuana dispensary is in compliance and must leave the potentially complex legal question to be sorted out by city attorneys.

L.A. council may tighten penalties for LAX taxi drivers who show racial bias
City Council committee moved Tuesday to tighten penalties for taxi drivers who face complaints of discrimination for refusing to pick up an airport passenger on the basis of race. The action was spurred by a recent undercover operation by two black police officers, who found that taxi drivers rejected 20% of their requests for rides at LAX. The committee that oversees trade and tourism suggested banning cab drivers from working the airport for a year if an investigation finds them guilty of racial discrimination against a potential passenger.
