2 LAPD Officers Charged With Rape, Sexually Assaulting Women While on Duty: DA
Two LAPD officers accused of repeatedly sexually assaulting four women while on duty between 2008 to 2011 were charged Wednesday, the Los Angeles County District Attorney's Office announced. James Nichols, 44, and Luis Valenzuela, 43, were charged with multiple counts each of sexual assault, including forcible rape, rape under color of authority, oral copulation under color of authority and oral copulation by force, a DA news release stated. The arrests are "deeply disturbing," but "should not cloud the efforts of the more than 9,900 officers who risk their lives daily to keep our city safe,” said Los Angeles Police Protective League President Craig Lally.

LAPD Chief on L.A. Crime Rates Spike

Man Fatally Stabbed on Hollywood Boulevard in Possible Fight Over Money
A man was fatally stabbed on Hollywood Boulevard late Wednesday night in what witnesses said was a fight over money. Police received a call of a stabbing near the intersection of Hollywood Boulevard and North Las Palmas Avenue at about 11:17 p.m., said Lt. John Radtke of the Los Angeles Police Department. Arriving officers found the victim down in the street with another person administering first aid, Radtke said. The victim had suffered multiple stab wounds to the body and was rushed to a local hospital, where he was pronounced dead, according to Radtke.

Driver Faces Murder Charge in Crash That Killed Jogger
A driver accused of fatally striking a jogger before crashing into a wall in front of a San Gabriel Valley home was charged Wednesday with murder. The jogger was in a bike lane early Monday in Walnut when he was struck from behind by a Toyota Camry, investigators said. The crash was reported at about 6 a.m. Monday in the 20200 block of Barnard Avenue. Haissam Massalkhy, 36, of West Covina, was charged with murder, according to the Los Angeles County District Attorney's office. Arraignment was scheduled for Wednesday afternoon, when prosecutors plan to ask that bond be set at $1 million.

LA City Attorney, Experts Call For Federal Change On Gun Laws In Domestic Violence Cases
Domestic violence experts and Los Angeles County City Attorney Mike Feurer are calling for a change in federal law to reduce gun violence in domestic abuse incidents. In April 2005, Paula Manuel hoped a restraining order would protect her and her 4-year-old son Joshua from her husband Brian Manuel. But it didn't and her husband shot and killed her son. Right now, the laws on domestic abusers and guns varies from state to state. In California, there is a law to remove guns from people with a domestic violence protective order, but there are 33 states without one.

LA Hospital Paid 17K Ransom to Hackers of Its Computer Network
The chief executive of a Los Angeles hospital said it paid a ransom in bitcoins equivalent to about $17,000 to hackers who infiltrated and disabled its computer network. Hollywood Presbyterian Medical Center CEO Allen Stefanek said in a statement Wednesday that paying the ransom of 40 bitcoins was "the quickest and most efficient way to restore our systems and administrative functions." He said the hospital did it in the interest of restoring normal operations. The hospital first noticed the malware in its computer system on Feb. 5, and normal operations were restored on Monday, 10 days later, Stefanek said. Patient care was not affected, and there's no evidence patient data was compromised, the hospital said in a statement.

Baby injured in police pursuit that ends in three-car crash on 5 freeway
A police pursuit of a stolen car in North Hills ended in a three-car crash that briefly closed the southbound 5 Freeway in Arleta on Wednesday morning, officials said. The chase started when an LAPD officer near Nordhoff Street and Sepulveda Boulevard got a Lojack “hit” on a stolen car and the vehicle sped off, Officer Tony Im said. The vehicle drove onto the northbound 405 Freeway, then traveled east on the 118 before heading south on the 5, police said. It struck three cars as it approached Osborne Street, Im said. The driver bailed out and tried to run, but was caught.

Firefighters knocked down a garage fire in Tujunga this morning and discovered a marijuana grow operation that involved an estimated 200 plants, authorities said. The fire inside an unattached garage in the 10600 block of North Wilsey Avenue was reported at 12:53 a.m., according to the fire department. The fire was knocked down at 1:35 a.m. No injuries were reported. Firefighters discovered a marijuana grow operation on the property when they were putting out the fire, according to the fire department. The operation was reported to Los Angeles police.

Driver Sentenced to State Prison in Hit-and-Run Death of Teen Skateboarder in Echo Park
A 27-year-old man was sentenced to four years in state prison for killing a teenage skateboarder and injuring another as he drove in Echo Park last year, the Los Angeles County District Attorney's Office announced on Wednesday. In an open plea to the court, Sang Won Jung entered no contest pleas on Tuesday to one count each of felony vehicular manslaughter, felony hit-and-run resulting in death or injury and misdemeanor false report of a crime, the DA's office stated in a news release. Jung allegedly fled the scene after hitting 15-year-old Christian Donis and his teenage cousin on Alvarado Street just south of Sunset Boulevard about 10 p.m. on June 12, 2015.

Police officer and suspect are taken to hospitals after shootout in Santa Ana
An officer and a suspect were taken to hospitals Wednesday after a shootout in Santa Ana, police said. About 3:30 p.m., an officer with the Santa Ana Police Department's gang enforcement team exchanged gunfire with a suspect in the 2700 block of McFadden Avenue, said police spokesman Cpl. Anthony Bertagna. The circumstances of the shooting are still being investigated, he said. Two weapons were recovered from the scene, Bertagna said. Both the officer and the unnamed suspect were taken to hospitals in stable condition, he said. The officer appeared to have a graze wound.

$75K Reward Offered For Suspect Wanted In Compton Baby's Shooting Death
Homicide detectives Wednesday continued to search for the suspect who shot a 1-year-old girl in the head and killed her in her crib. Compton Mayor Aja Brown and the City Council, together with the FBI and the Los Angeles County Board of Supervisors have each offered a $25,000 reward. In total, $75,000 is being offered for information leading to the arrest and conviction of the person who shot and killed Autumn Marie Johnson.

SoCal Gas Pleads Not Guilty In Gas-Leak Criminal Case
Attorneys for Southern California Gas entered not guilty pleas Wednesday to charges that the company mishandled the Porter Ranch gas leak that has forced thousands of San Fernando Valley residents from their homes. The Los Angeles District Attorney's Office has charged the company with multiple counts of failing to report the leak immediately to state authorities and one count of discharging air contaminants. A spokesman for SoCal Gas told reporters outside the Santa Clarita courtroom that the utility does not feel it broke any laws.

Con Artists on the Prowl at SoCal Casinos
A few hours at the casino could be a fun way to unwind for millions of Americans, but for scam artists it's an opportunity to prey on the most vulnerable people. Eddie Morris was apparently an easy mark for one such scam artist. An elderly retiree, scarred in a childhood accident, he was befriended by a stranger then swindled out of his cash. “I'm an easy going guy,” Morris said. He's a regular at the Players Casino in Ventura. That's where he met a scam artist who likely spotted Morris first. “They're looking for usually the elderly people,” said Derek Boss, a security expert who works with Las Vegas casinos.

L.A. City Councilman Mitch Englander apologizes for causing meeting to be canceled
Los Angeles City Councilman Mitch Englander has issued an apology, both in writing and in public, for causing the cancellation of Tuesday's council meeting. Englander was in charge of Tuesday's 8:30 a.m. Public Safety Committee meeting, which went so late that Council President Herb Wesson had to cancel the council's regularly scheduled 10 a.m. meeting. At the time, Englander said his five-member panel would discuss the issue of rising crime rates "no matter how long it takes." But on Wednesday, he was contrite, issuing an apology on the council floor and promising such an incident wouldn't happen again.

LA to hire oil and gas expert to help diffuse controversies
The Los Angeles City Council voted on Wednesday to hire a petrochemical expert to oversee the city's relationship with oil and gas operations near residential neighborhoods. The person hired will likely manage such issues as the fallout from the Porter Ranch gas leak, controversial oil drilling facilities in South Los Angeles and growing criticism of major refineries in Wilmington. City law has required the City Administrative Office to have a petroleum administrator on staff to oversee oil and gas operations in the city since the late 1950s.

Los Angeles Wants a Registry of How Much Rent Everyone is Supposed to Be Paying
"Hundreds" of renters who live in rent-controlled apartments are subject to illegal rent increases each year, but a new city program in the works looks to significantly cut those numbers down. An LA City Council committee is discussing today a new registry that would require landlords to report how much rent they charge their tenants each year, reports KPCC. The registry would be publicly accessible, a place where tenants could go and search by address to see how much their rent is (or is supposed to be) and how much it can go up each year.

Los Angeles vows privately financed Olympics in 2024 bid
With 97 percent of the venues in existence or already planned by private investors, organizers of Los Angeles' bid for the 2024 Olympics are promising a prudent and responsible approach to running the games that would be entirely privately financed.“That is the definition of sustainability in terms of legacy and cost,” said Casey Wasserman, chairman of LA24. “There's no risk involved with venues or facilities.” On Wednesday, LA24 officials released a 64-page report submitted to the International Olympic Committee detailing their vision and concept for bringing the Olympics back to Los Angeles for a third time.

LA proposes using Coliseum as main venue in first bid to IOC for 2024 Olympics
Los Angeles has submitted the first installment of the city's bid for the 2024 Summer Olympics, focusing on cost efficiency to host the Games. The 56-page document was delivered to the International Olympic Committee in Switzerland on Wednesday morning. According to the Los Angeles Times, the venue map shows a renovated Coliseum serving as the main Olympic stadium, with basketball at Staples Center, soccer at the Rose Bowl and beach volleyball on Santa Monica beach. The planned NFL stadium in Inglewood — which is expected to be completed by the 2019 season to host at least the Los Angeles Rams — is mentioned only briefly.
