Officer finds calling on one of LAPD's hardest beats
Senior Officer Deon Joseph has become part of the fabric of one of America's last Skid Rows. Just past the glittering high rises steadily jutting up in the heart of downtown Los Angeles, a mass of tents and people huddle across 50 city blocks. Hundreds of people here live even the most private moments of life out in the open. “It's a human tragedy,” says Joseph, an officer at the Los Angeles Police Department. When Joseph walks the beat, you can't miss him. At a hulking 255 pounds, he walks like he's chasing a fire, but stops every three or four steps because someone yells out his name.

Can LA Afford to be Safe?
At the Tuesday morning meeting of the City Council's Public Safety Committee, Police Chief Charlie Beck told Mitch Englander and his fellow committee members that our Police Department needed to beef up its ranks to 12,500 officers by 2020 to “most effectively protect the City and keep crime down.” But there was no discussion about the cost of adding 2,500 officers, not an insignificant issue since the City is anticipating years of red ink as a result of the budget busting contract with the City's civilian workers. Over the next four years, the City is expected to have a cumulative deficit of over $400 million. This does not include any additional funds to fund the proposed homeless initiative, the hiring of 5,000 new civilian workers as outlined in the new labor contract with the civilian workers (some of which will replace retiring employees), or the repair and maintenance of our lunar cratered streets.

Los Angeles police detectives Thursday were seeking witnesses to a fatal stabbing that occurred near a bar off Hollywood Boulevard. About 11:15 p.m., Wednesday, two men got into a fight over money outside the Rusty Mullet, a bar off North Las Palmas Avenue and Hollywood Boulevard, said LAPD Lt. John Radtke. Radtke would not say how much money the men were fighting over. At one point, one of the men pulled a knife and stabbed the victim, who has not yet been identified, Radtke said. The victim, believed to be in his late 20s, later died at a hospital. “They were definitely acquaintances,” Radtke said. The stabber then entered a nearby nightclub, threw away the knife and ran east on Hollywood Boulevard. Police on foot patrol nearby detained a man near Wilcox Avenue, about three blocks away.

Sources: Grand Jury Witnesses Threatened With Prosecution
Fox 11 News has exposed one case after another of children beaten, tortured, and left to die in abusive homes in our ongoing series, The Children Are Dying. Our sources say many of those children would be alive today if the San Bernardino County Department of Children and Family Services had done its job. We told you about a County Grand Jury investigation into these deaths, and about the whistleblowers who risked their livelihood by coming forward to tell us about their concerns. Six months later, new sources tell us that top San Bernardino County officials have been intimidating jurors and witnesses and threatening them with prosecution, if they don't back away from investigating CFS. "They've infiltrated the Grand Jury and now they're telling the Grand Jury what to investigative, what not to investigate, and that's not the purpose of the Grand Jury.

FBI searches home of San Bernardino terror gunman's brother
FBI agents were executing a federal search warrant at the Corona home of the brother of San Bernardino terror attack gunman Syed Rizwan Farook on Thursday. Details about the search at Syed Raheel Farook's home in the 1700 block of Forum Way were not released because the warrant is sealed. NYC police: Criminals say Apple encryption a 'gift from God'
Police and prosecutors in New York City said Thursday that the top-notch encryption technology on Apple mobile phones is now routinely hindering criminal investigations. And they predicted the problem could grow worse as more criminals figure out how good the devices are at keeping secrets. Manhattan District Attorney Cyrus R. Vance Jr. said at a news conference that 175 Apple devices are sitting in his cybercrime lab right now that investigators can't access because of encryption embedded in the company's latest operating systems. "They're warrant proof," he said, adding that the inability of investigators to peer inside the devices was especially problematic because so much evidence that used to be stored in file cabinets, on paper, and in vaults, is now only on criminals' smartphones.

Mayor Eric Garcetti says he will back a ballot measure to reform the DWP
Los Angeles Mayor Eric Garcetti said Thursday that he would support efforts to place a ballot measure before voters overhauling the leadership of the Department of Water and Power, joining a growing chorus of public officials who say institutional change is needed at L.A.'s perennially unpopular public utility. In an interview with The Times, Garcetti — whose promises to reform the DWP were at the center of his 2013 mayoral campaign — said he would support new governance rules aimed at preventing political meddling in the utility's operations. However, he stopped short of embracing the full slate of reforms suggested by other lawmakers.“The campaign was about this. I've been focused since I've been here on modernizing a utility that serves its ratepayers — that does things cheaper, faster, better, greener,” he said.

L.A. files $20-million lawsuit against Da Vinci Apartments developer over huge downtown fire
The Los Angeles city attorney has filed a $20-million lawsuit against the developer of the downtown Da Vinci Apartments project, claiming its negligence was responsible for the damage caused by a massive 2014 fire at the project construction site. The Dec. 8 fire destroyed the 75,000-square foot, seven-story complex alongside the 110 Freeway. The blaze forced the closure of the freeway and the intense heat cracked at least 160 windows at the headquarters of the Los Angeles Department of Water and Power. Investigators eventually arrested Dawud Abdulwali, a 56-year-old taxi driver, in connection with the fire. He does not appear to have any connection to the developer or the apartments he allegedly destroyed, officials said. He has pleaded not guilty.
