Gunman Sought After LAPD Officer Ambush
Shots were fired from a vehicle at a Los Angeles Police Department officer conducting surveillance Tuesday morning in an area southwest of downtown Los Angeles. "We have a dangerous individual out there who has fired on an LAPD officer," Sgt. Barry Montgomery said. No officers were injured. Several rounds struck the plainclothes undercover officer's unmarked vehicle, according to police. The officer was inside the vehicle when someone in a car drove by and opened fire near Crenshaw Street and Edgehill Drive near Leimert Park. She was on a crime-suppression assignment in the area when the shooting occurred, police said. Undercover Officer Unharmed After Shooting Near Leimert Park.

Police Officer, Suspect Dead After North Texas Park Shootout
A Texas police officer who died after a gunfight had moved from New York City to the Dallas area because he wanted to be somewhere safer, his mother says. Officer David Hofer, 29, died Tuesday during surgery following a gunfight with an armed suspect in a park near a Dallas-area school. A 2008 graduate of New York University, Hofer served in the New York Police Department for five years before coming to Euless in 2014, Police Chief Mike Brown said. The New York Post reported Hofer, the son of European immigrants, formerly worked in the 9th Precinct on Manhattan's Lower East Side.

LAPD Use-Of-Force Report: 21 Deadly Shootings, Cases Still Relatively Rare
Police officers in Los Angeles used force on members of the public nearly 2,000 times in 2015, including 21 who were fatally shot, according to an LAPD report released Tuesday. The numbers were revealed in what was being billed as the most comprehensive data on use of force ever compiled by the Los Angeles Police Department. The number of deadly fatal shootings by Los Angeles police last year outpaced the Los Angeles County Sheriff's Department, which had 14; the Houston Police Department, which had 12; and Chicago, which had eight people die from police shootings in 2015, according to the report presented to the Police Commission

2 Black Lives Matter protesters found guilty in clash with police
A Los Angeles jury Tuesday found two Black Lives Matter protesters guilty of battery of two police officers and resisting arrest. The jury was hung on one charge of trespassing against one of the defendants. Luz Maria Flores and Evan Bunch were charged with the misdemeanor crimes following an event last June at the Mount Carmel Recreation Center in South Los Angeles, where they attempted to speak to Mayor Eric Garcetti during what prosecutors and police said was a private meeting. The trial at the Metropolitan Courthouse lasted one week, with the jury deliberating for about two days.

Lockdown Lifted At East LA School After Chase Suspect Bails On Foot
A lockdown was temporarily issued at Humphreys Avenue Elementary School in East Los Angeles Tuesday morning as sheriff's deputies searched for a chase suspect who bailed on foot. The suspect allegedly crashed a stolen vehicle during a brief chase on the southbound 710 Freeway between 3rd Street and Humphreys Avenue around 10:30 a.m., and then ran eastbound through traffic lanes, sheriff's deputies said. The California Highway Patrol was assisting the L.A. County Sheriff's Department in their search for the suspect. Officials initially said they believed he was bedded down somewhere in the area, prompting a precautionary lockdown at Humphreys Avenue Elementary School in the 500 block of S. Humphreys Avenue.

Accused Murderer Who Led Police on Monthlong Crime Spree Appears in Court
A man suspected in a violent monthlong crime spree made his first court appearance Tuesday, but his arraignment on capital murder and other charges was postponed. Artyom Gasparyan, 32, had been hospitalized following a Jan. 4 wrong-way crash on the 5 Freeway in Sun Valley that ended with him being shot by police. He was brought into a downtown Los Angeles courtroom in a wheelchair, but his arraignment was rescheduled for March 16. Gasparyan — who was already charged with attempted murder and assault in two other cases — is now facing two dozen additional counts, including murder, for crimes he allegedly committed between Dec. 6 and Jan. 4, according to the Los Angeles County District Attorney's Office.

Driver charged with murder in alleged street-racing crash on 5 Freeway that killed 3
The driver of one of the two vehicles suspected of street racing last weekend on a Southern California freeway and causing a multi-vehicle crash that left three people dead was charged Tuesday with second-degree murder, prosecutors said. In addition to three counts of murder, Dealio Lockhart, 35, was also charged with four counts of reckless driving on a highway causing injury, according to the Los Angeles County district attorney's office. Lockhart was allegedly driving his Dodge Challenger on the 5 Freeway near Commerce and racing the driver of a Dodge Charger shortly after midnight Saturday, prosecutors said.

Prosecutors to consider charging anti-KKK protesters in Anaheim melee
Orange County prosecutors will consider filing charges Tuesday against a handful of counter-protesters who allegedly punched, kicked and stabbed a group of Ku Klux Klan members at a park in Anaheim over the weekend, authorities said. Members of the group, part of a larger counter-protest contingent that showed up at Pearson Park on Saturday morning to confront a planned KKK rally, were seen on camera rushing the klansmen as soon as they exited their vehicles, Anaheim police said. The rally's theme was to be “white lives matter” and Klan members were expected to pass out fliers to park visitors.

Police: Homicides rise in Chicago, illegal gun seizures fall
There have been about twice as many homicides and shootings so far this year in Chicago as compared to the same period in 2015, but the number of illegal guns seized has dropped, police said Tuesday. There were 95 homicides and more than 400 shooting incidents as of the end of February, the Chicago Police Department reported in a release. But the department has seized at least 110 fewer illegal guns than in the same period last year, Chicago police spokesman Anthony Guglielmi said. The month of February saw 43 homicides, 165 shootings and 187 shooting victims. Along with a dramatic drop in the number of street stops made by officers, that total adds to evidence that the release of a video showing the fatal police shooting of Laquan McDonald — and subsequent scrutiny of the department — has led to officers being less aggressive in efforts to combat crime.

Water, electricity rate hikes move a step closer for DWP customers
A Los Angeles City Council committee approved plans Tuesday to increase water and power rates, moving Department of Water and Power customers one step closer to higher bills this spring. With three members present, the Energy and Environment Committee cleared the way for the full council to consider the DWP's rate proposals at its Wednesday meeting. If approved, rates will increase 4.7% for water and 3.86% for power each year for five years, the city's ratepayer advocate said. The DWP estimates that customers who use “typical” amounts of water and electricity will see a 3% average annual increase to their monthly bills. At the end of five years, those customers would pay about $21 more on their monthly bills than they do now, the utility says.

New Traffic Signals Aim To Keep Pedestrians Safe In Downtown LA
The city is implementing a new way to keep pedestrians safe in heavily congested downtown Los Angeles. “I look twice, three times before I step off the curb,” says Nick Romero, who walks about six miles from the bus stop every day. “Three times I've seen people come within a foot or two of getting hit by a car,” he said. The reason may be due in part to aggressive drivers and those in a rush. Last week, special traffic signals were installed that allow for more time before drivers are given the green light.

Why Los Angeles County will start to regulate more than just raves
The Los Angeles County Board of Supervisors won't create rules specifically for electronic music festivals. Instead, they want the county to set requirements on a “case-by-case” basis for any event on county land with more than 10,000 people. The decision comes nearly four months after the county's electronic dance music task force drafted their recommendations for making large-scale music festivals safer. Four people have died at the HARD Summer Festival in the past three years, including two women on the same day this past summer. “The health, safety and well-being of all attendees are of paramount importance and these measures are a step in the right direction to ensure this,” said Hilda Solis, chair of the Board of Supervisors, in a statement.
