Defense Claims 'Mystery Man' is the 'Grim Sleeper' Serial Killer
A defense lawyer representing the man accused in the "Grim Sleeper" serial killings in Los Angeles says a "mystery man" was the real killer. Attorney Seymour Amster told jurors Tuesday in his closing argument that a witness who survived being shot testified that the man who attacked her in his Ford Pinto had stopped earlier at his "uncle's" house to get money. The survivor, Enietra Washington, later led detectives to the house of 63-year-old Lonnie Franklin Jr., who is accused of 10 counts of murder and her attempted killing. Amster says she described her assailant as much younger than Franklin and says the real killer could be an unnamed nephew.

Los Angeles County Acts To Ban Solitary For Juveniles
The Los Angeles County Board of Supervisors voted Tuesday to ban most solitary confinement at juvenile halls and camps after backers said the practice is harmful and unproductive. The unanimous vote ordered the county's Probation Department to end the use of solitary at three juvenile halls and 13 camps by September except for rare and brief "cooling-down" sessions. Central Juvenile Hall and two camps will stop using it this month. Research has shown that isolating youngsters "can cause lasting physical and psychological harm and actually increase recidivism without any benefit to public safety," Supervisor Sheila Kuehl, who co-authored the motion, said in a statement. Hundreds of LA bus shelters go unbuilt, millions in promised revenue evaporate under city contract
More than half of the bus shelters planned under a city of Los Angeles contract have not been built, leaving riders at more than 800 locations without shelters and depriving the city of millions in unrealized advertising revenues, a KPCC investigation has found. While the Los Angeles County Metropolitan Transportation Authority runs most buses and decides the locations of bus stops, shelters fall on city property so they're administered by individual municipalities within the county.  The city of L.A. contracted with the contractor CBS Decaux in 2001 to install more than 1,000 bus shelters over two decades, but the agreement has unraveled, and many bus riders face a long, hot summer without protection from the elements.

Tourists say they come to Los Angeles for the beaches, the Hollywood stars, the food and the theme parks, among other draws. "What better place to come to than California. LA - you know, warm weather, beaches," said tourist Bob Marden from Indiana, on a visit to the Hollywood.

Santa Barbara ‘Safe Parking' Program for Homeless May Be Coming to L.A.
Office workers were still at their desks when Thomas Goodwin's 1974 motor home clanked out of a downtown parking lot one recent evening, power steering groaning as Lego blocks flew around the plaid interior. The 54-year-old single father moved the newly acquired camper to clear a parking place for the van where he and his 7-year-old daughter sleep — with the city's blessing. Goodwin makes use of Santa Barbara's “safe parking” initiative, a homelessness program that Los Angeles is studying as a possible model for responding to its own explosion of people sleeping in RVs and cars.
