LAPD investigates man shot and killed at freeway homeless encampment
A man was shot and killed today at a homeless encampment under a freeway overpass in South Los Angeles, police said. The man, believed to be in his 40s, died at the scene of the shooting, which occurred about 7:20 a.m. on Broadway at the Glenn Anderson (105) Freeway transition, said Los Angeles police Officer Liliana Preciado. Authorities withheld his name, pending family notification. No arrests were reported.

Violent North Hills robbers may have targeted victim in rented room
A man was injured this morning by two robbers who walked into a house in North Hills where he was renting a room and stole his property, police said. The robbery took place about 12:20 a.m. at a home in the 15000 block of Andrae Court, said Sgt. Daryoush Sameyah, the watch commander at the Los Angeles Police Department's Mission Division.More San Fernando Valley stories from the Daily News on Facebook. “Detectives are still working on the case and interviewing witnesses at the house,” Sameyah said before dawn. “But the two men were let into the house, walked into the victim's room, hit him on his head, stole his property and fled the scene.”Sameyah said detectives were investigating the possibility the victim was targeted since there were other people in the house and no one else was injured or robbed. The victim suffered head injuries and was treated at the scene but not hospitalized, he said.

Father Appears To Instruct Kids To Steal At LA Car Wash
A father was caught on camera purportedly instructing his children to steal from a Los Angeles car wash. The owner of Manny'z Car Wash in El Sereno, who asked to not be identified for fear of possible retribution, said the young thieves and their father struck Sunday afternoon. "I never thought anybody would have their kids commit crimes for them. I've been trying to contact the police, I've been trying to contact the Department of Child Services," the owner said. In surveillance video, a toddler was spotted running up and reaching into the tip jar."He hesitated before going to tip jar and looked towards the dad who apparently instructed him to do it in a hurry," the owner said. "I see him go directly into the tip jar and I stopped him from doing that."

Walking on freeway, hit by big rig: Mystery pedestrian still alive
A man suffered major injuries Tuesday but survived being hit by a big rig while walking on a freeway lane in the downtown area, the California Highway Patrol reported. Officials had no idea why the victim was walking on the freeway. The accident took place about 2 a.m. on the southbound Hollywood (101) Freeway, just north of the Pasadena (110) Freeway in downtown Los Angeles, CHP Officer Francisco Villalobos said. The man was struck while in the No. 3 lane, he said. The accident temporarily shut down all southbound lanes while paramedics and CHP officers responded to the scene. The man was transported to L.A. County-USC Medical Center by paramedics, Villalobos said

Rowland Heights Jewelry Store Releases Security Video To Help Catch 5 Attempted Robbers
The owners of a Rowland Heights jewelry store Monday released security video in hopes of helping police catch five brazen attempted robbers. The surveillance footage showed five masked, armed men running up the stairs and storming Hing Wa Lee Jewelers at 1569 S. Fairway Drive shortly after 3 p.m. May 9. As soon as they rushed in, they were forced to turn around and run right back out. One the suspects was seen tripping and falling as he was running off along with his cohorts. A store employee, who could not go on camera, said Monday that the suspects shot at the security guards as they were storming the store. The guards returned fire. One of them jumped off the second floor balcony to dodge bullets. He was not hit.

LA School District Settles For $88M In Sex Abuse Cases
The Los Angeles Unified School District has agreed to pay $88 million to settle teacher sex-abuse lawsuits involving 30 children and their families at two elementary schools, plaintiffs' attorneys announced Monday. Taken as a whole the settlement is the second-largest in district history after the Miramonte sex abuse case that brought a $139 million settlement and whose disturbing details brought national attention to the issue in the district and schools across the country. Gregory McNair, a senior attorney with LA Unified, said the settlement was finalized over the weekend.

Vote on LA County drug take-back proposal delayed again
A Los Angeles County Board of Supervisors vote on a proposal that would require drug companies to design and pay for a program to collect and dispose of unused drugs, needles, lancets and other sharps is facing its fourth postponement since its introduction last year. Supervisor Michael Antonovich, sponsor of the pharmaceutical take-back measure, is asking the board to delay Tuesday's scheduled vote until June 14 to provide more time for all sides to reach an agreement. The pharmaceutical industry continues to oppose the proposal.

Safety Advocates Say Fatal Car Seat Failures Are ‘Public Health Crisis'
Safety advocates say automakers and regulators have acted with “criminal” negligence in failing to remedy a long-acknowledged auto safety flaw that watchdogs say has played a role in hundreds of deaths, creating a “public health crisis.” At issue are car seats that malfunction and collapse backward when a car is rear-ended. The impact of the crash and collapsing seat can cripple or kill drivers, as well as passengers in the back seat, in many cases, children. Clarence Ditlow, executive director at the Center For Auto Safety in Washington, D.C., said about 64 adults a year die or suffer serious injuries from seat collapse, and about 50 children a year die due to collapsing seats. “There is a huge public health crisis out here and we have to get answers,” he said. “We have to find a solution, because we can't continue to kill 50 children every year in the rear seats of cars.”

Oakland hopes to light the way for minority-owned pot businesses
Oakland's City Council is on the verge of passing what it sees as reparations for a U.S. drug policy that disproportionately punished people of color — but it's an effort that might quickly backfire. As it looks to pass laws this week to regulate the medical marijuana trade within the city, the council is considering rules to make the industry more inclusive of African American and Latino entrepreneurs. The city will begin to award marijuana permits to people who have or want to start businesses in a trade that is expected to flourish if California eventually legalizes recreational weed.

Court says counties must justify zoning that restricts gun stores
A Federal appeals court decided Monday that a zoning requirement restricting the location of gun stores may violate a constitutional right to bear arms. A panel of the U.S. 9th Circuit Court of Appeals reinstated a lawsuit against Alameda County, ruling 2-1 that the county must justify a ban that prevents new gun stores from locating within 500 feet of a residential neighborhood. If the zoning law amounts to total ban on new gun stores, it is likely to be unconstitutional, the majority suggested. “The right to purchase and to sell firearms is part and parcel of the historically recognized right to keep and to bear arms,” wrote Judge Diarmuid F. O'Scannlain, a Reagan appointee.

Officials say LAX customs changes won't reduce service to travelers
Despite a change to its operating hours at Los Angeles International Airport starting Sunday, U.S. Customs and Border Protection officials insist that they are not reducing their services at the airport. CBP screening will operate at Terminal 2 from 11 a.m. to 9 p.m. Passengers on international flights that arrive at the terminal outside those hours will be bused to the Tom Bradley International Terminal to be screened. “It's merely consolidating the processing … in an effort to improve the passenger processing experience, bringing them to the updated terminal where CBP have the staff and technology to better support international travelers,” said Jaime Ruiz of the CBP's office of public affairs.

Affordable housing near transit hubs?
Proponents of a ballot initiative that would give developers incentives to build affordable housing units near transit hubs submitted nearly 100,000 signatures to the Los Angeles city clerk Monday in a bid to qualify the measure for the November ballot. The Build Better L.A. initiative needs 61,487 signatures from registered voters in order to qualify for the ballot. The signatures on the submitted petition will now undergo verification by the city clerk's office. Proponents say the initiative calls for incentives for developers to build more affordable residential units near transit hubs and would require a percentage of the units that require amendments to existing zoning and planning rules to be affordable. The initiative would also establish local hire rules, which include standards for wages and working conditions.
