Lifelong friends get in nasty fights over who pays the check, and strangers won't think twice before asking prying questions about your age or marital status. Here, sometimes yes means no and no means yes. Trying to make sense of it? Forget it, rookie — it's Koreatown. About two dozen officers and detectives with the Los Angeles Police Department sat with quizzical looks on a recent Thursday at the Korean Cultural Center in the Mid-Wilshire area, as Professor Chan-Hie Kim walked them through Korean customs and cultural nuances that can befuddle outsiders.

An initial investigation into the death of a woman found unconscious in a Los Angeles jail showed that detention officers properly checked on her before she died, police officials said Tuesday. LAPD Chief Charlie Beck told the Police Commission that officials had reviewed video footage from the jail as part of their investigation into Wakiesha Wilson's death. Based on that video, he said, “it appears that the checks were made in compliance” with both state and LAPD regulations. Coroner's officials have classified Wilson's March 27 death as a suicide, saying she hanged herself at the downtown Metropolitan Detention Center. Beck declined to say more about the case, citing the ongoing investigation, but added that investigators were not aware of any altercation between Wilson and jail personnel.

The DWP board just approved new 25-year water use plan. Here's what's in it
Want to know where L.A. will get its water over the next 25 years? The Los Angeles Department of Water and Power says it has the answer. On Tuesday the board for the utility approved a new urban water management plan (UWMP). The city has had versions of similar plans in the past, but this one is drastically different. Before we get to how, let's cover some basics. An Urban Water Management Plan is a phonebook-sized planning document that water agencies are required by state law to write every five years. It's basically a roadmap of how and where the city will get its water over the next 25 years. DWP has had one in place since 1984.

Early votes show California voters favor letting state legislators be suspended without pay for misconduct
In the latest backlash to a series of legislative scandals, early election returns Tuesday showed California voters approving a ballot measure that would allow the state Assembly and Senate to suspend members without pay for misconduct. The ballot measure would allow the Assembly and Senate to suspend a member of its house without pay based on a two-thirds vote of that house. Only a vote by the Assembly would be needed to suspend an assemblymember, and the same would be true in the Senate. James Mayer, president and CEO of California Forward, a government accountability group, welcomed the support as a leading proponent of Proposition 50, which was placed on the ballot by the Legislature as an amendment to the state Constitution.
