Downey Police Officer Shot In Face, Murder Trial's Emotional Testimony
A Downey police lieutenant gave emotional testimony Monday about finding a fellow officer shot to death in a BMW parked near the police station nearly two years ago, saying he didn't initially recognize the victim. With his voice breaking as he was asked about the discovery of Officer Ricardo Galvez's body in the officer's personal car, Downey police Lt. Brian Baker said, “He'd been shot in the face. I didn't recognize the car or the subject in the car.”

Court Considers Mental Competence Of Accused Police Killer
A 27-year-old ex-con charged with the ambush killings of two Palm Springs police officers may have suffered traumatic amnesia during last fall's shooting, preventing his recollection of the events and his ability to assist in his defense, the defendant's attorney suggested Monday. A mental competency trial began this morning for John Hernandez Felix, who faces charges of murder and other counts that could result in the death penalty.

New York Officer Shot In Jaw During Traffic Stop
A police officer in suburban New York was shot in the jaw during a car stop that turned into a gunbattle, police said. It happened around 8 p.m. Monday in Yonkers. "We received a call from a resident reporting a suspicious vehicle occupied by two males that were acting suspicious," said Yonkers Police Commissioner Charles Gardner at a late night news conference.

LAPD Investigating Possible Kidnapping Caught On Video In South L.A.
LAPD officials are investigating a possible kidnapping in South Los Angeles, authorities said Monday. The incident was reported about 11:50 p.m. Sunday in the 100 block of West 79th Street in the Florence neighborhood. Witnesses told police they heard someone yell for help and saw a light-gray four-door sedan drive west on 79th before reversing and stoping.

Homeowner Shot With Pellet Gun During Venice Break-In
A man was shot in the chest with a pellet gun while confronting two burglars at his Venice home early Tuesday morning. The incident occurred at approximately 3 a.m. in the 2500 block of Grand Canal. At about 3 a.m., the homeowner was awakened by the sound of a glass door being shattered. The homeowner, Mark Woodcock, told CBS2 he came out onto his balcony to find two burglars attempting to break into his home.

Man Charged In Tamale Vendor's 'Street Tax' Killing Pleads Not Guilty
A suspected gang member accused of gunning down a tamale vendor in the Westlake area of Los Angeles in 2009, then fleeing to his native Guatemala, pleaded not guilty Monday to murder and attempted robbery charges. Werner Rafael Francisco is also facing a special circumstance allegation of murder during an attempted robbery, along with gun and gang allegations, in the Feb. 27, 2009, killing of Cosme Marcial Gonzalez, who was shot in the chest while selling tamales in the 300 block of South Witmer Street.

Police Commission Resumes Debate A police watchdog agency is moving closer to resolving a long-running, often-heated debate over whether the Los Angeles Police Department should release video footage from cameras worn by officers and in their patrol cars. On Tuesday, the Los Angeles Police Commission, the civilian panel that oversees the department — and sets its policies — will discuss a new report summarizing feedback from residents and police about whether such recordings should be made public.

LA Jails Face 'Significant Challenges' Improving Mental Health Care
Los Angeles County jails have made substantial progress in improving care for mentally ill inmates, but key reforms mandated under a 2015 agreement with the U.S. Department of Justice have yet to be fully implemented, according to a monitor's bi-annual report. The Sheriff's Department, which operates the jails, and the L.A. County Department of Health Services, which provides mental health care, face "significant challenges" providing better therapeutic services to inmates, getting them out of their cells more often for recreation and planning for care after their release, court-appointed monitor Richard Drooyan said in his report, filed earlier this month with the federal judge overseeing the agreement.

Berkeley Police Seize 677 Pounds Of Drugs
After Stumbling Onto Psychedelic Mushroom Operation Berkeley police stumbled onto a massive psychedelic mushroom operation while investigating a domestic disturbance, seizing 677 pounds of mushrooms with an estimated street value of more than $1 million, authorities said. Two people — a 35-year-old man and a 37-year-old woman — were arrested in the bust late Saturday, according to the Berkeley Police Department.

In New York City, Gun Cases Fuel Growing, Unregulated DNA Database
New York City is building a vast, unregulated DNA database that police are already using to connect suspects to evidence from crime scenes across the five boroughs. In the last five years, the number of DNA profiles in New York's local database has grown dramatically, and by an ever-increasing rate, driven in part by a push to collect DNA in every gun case.

Arson Suspected In String Of Fires Overnight In North Hollywood
Five suspected arson fires that began in vegetation damaged a vehicle and a window of a house Monday in a neighborhood in the North Hollywood area, but no one was hurt. The small blazes were reported shortly after 3 a.m. in the 6100 block of Carpenter Avenue, the 6300 block of Morella Avenue and the 6200 block of Radford Avenue, said Brian Humphrey of the Los Angles Fire Department.

Health Officials Issue Warning As West Nile Virus Kills 7 In L.A. County
Los Angeles County health officials warned residents Monday to protect themselves against the mosquitoes that transmit West Nile virus, as the number of people killed by the disease in L.A. County this year reached seven. The department launched a campaign Monday called “It's Not Just A Bite” to try to raise awareness about mosquito-borne diseases, including West Nile.

L.A. Presses Forward With Proposed Rules For Marijuana Businesses Despite Industry Concerns
Los Angeles lawmakers tentatively backed a sweeping set of proposed regulations for businesses that grow, sell, process and distribute marijuana Monday, the next step toward giving cannabis the stamp of local legitimacy. But industry groups said that recent changes to the proposed rules would force existing marijuana growers and manufacturers to shut down as they wait to get city licenses, devastating the industry and triggering layoffs.

LADWP Rebuilding Century-Old Maclay Highline For Water Overflow
The Maclay Highline is an unfamiliar piece of history to most residents of Los Angeles. The more than 2 mile long water tunnel was built in 1915 above the 210 freeway in Sylmar and sent water from the Los Angeles Aqueduct to the now closed Maclay Reservior. It closed 30-years ago. Now, following a record winter of precipitation, the Department of Water and Power wants to rehabilitate the Maclay Highline and put it back into use.
