The purpose of the discussion is to receive public comments and possibly act on staff recommendation regarding revisions to the Departmental and Neighborhood Council Conflict of Interest Codes. The public is strongly encouraged to participate.

SUMMARY OF THE LOS ANGELES CITY NEIGHBORHOOD COUNCIL SYSTEM

In June 1999, the voters of the City of Los Angeles approved a new City Charter that created the Department of Neighborhood Empowerment (DONE), whose purpose is to promote more citizen participation in government, and make government more responsive to local needs through a citywide network of independent neighborhood councils. DONE, and its Board of Neighborhood Commissioners, developed a Plan for a Citywide System of Neighborhood Councils (“The Plan”).

The Plan expects that the neighborhood councils system will, among other things:

(1)
promote public participation in City governance and decision-making, so that government will be more responsive to neighborhood needs;
(2)
promote and improve communication, interaction, and collaboration among all Neighborhood Councils regarding matters that divide them, and matters that will bring them together,
(3)
improve the delivery of City services and City government responses to Neighborhood Councils’ problems;
(4)
helps the Neighborhood Councils list their needs in priority order;
(5)
ensure the equal opportunity of all neighborhoods to form Neighborhood Councils;
(6)
ensure that each Neighborhood Council reflects the diversity of their area, and ensure that no single group will dominate their decision-making;
(7)
ensure that the public has an opportunity to receive the earliest possible notice about matters that will eventually be voted upon within City government, so that the public has time to understand, discuss, and take a position on items of importance to them; and
(8)
provide the Neighborhood Councils with the training and resources they need to be a strong and influential forces in the governmental decision-making process.
