NEIGHBORHOOD COUNCIL FUNDING PROGRAM PASSES ANOTHER HURDLE

On Tuesday, the City Council’s Personnel Committee unanimously approved our Neighborhood Council Funding Program. The final step before it reaches the full City Council is the Budget and Finance Committee. Their agenda hasn’t been released yet, but the next possible date would be Tuesday, October 8, 2 p.m., 10th Floor of City Hall. The members of the committee are council members Pacecho (chair), Weiss, Hahn, Miscikowski, and Garcetti.

The Personnel Committee made on very small change. Our report recommended that the Neighborhood Councils not be required to spend their money on neighborhood improvement projects, but rather be given the ability to spend it all on operating expenses if they wish. Because the ordinance was a little unclear about this, we recommended that the City Council amendment the ordinance to clarify this after the funding program was approved. The Personnel Committee decided that we would try and time it so that the funding program and the ordinance amendment occur at the same time. Fine with us.

NEW SEARCH ENGINE

To those of you who use “search engines” when on the Web site, our computer people report that there is a new one that is getting good reviews, www.alltheweb.com.

VOLUNTEERS NEEDED FOR BROADBAND ACCESS TEST

The Department of Water and Power (DWP) of the City of Los Angeles will conduct a Broadband Access Test project utilizing Power Line Carrier technology. This test, scheduled for Fall 2002, will deliver broadband Internet service to residential customers over existing electric distribution circuits.

Participants will be requested to allow connection of broadband test circuits to home computers, and provide feedback on service performance. Internet service is expected to achieve 300 to 800 kilobits per second transfer rate. There will be no charge to test participants.

To participate, volunteers must be city employees and live within 2 miles of either DWP's Receiving Station H, 936 North Poinsettia Place (near intersection of La Brea Ave. and Santa Monica Blvd.) Los Angeles, or DWP's Valley Telecom Headquarters 6000 Van Nuys Blvd., Van Nuys, (corner of Van Nuys Blvd. and Oxnard St.). MAYOR HAHN ENCOURAGES CHILDREN AND THEIR FAMILIES TO PARTICIPATE IN MAYOR'S SAFETY CLUB

In his commitment to the safety of children, Mayor Jim Hahn announced the formation of the Mayor's Safety Club, a month long campaign taking place throughout October to ensure the safety of children and their families. The Club offers two types of memberships and the month-long campaign culminates with the Kids Day LA event at Exposition Park on Saturday, October 26th.

"I encourage all families and their children to participate in my Safety Club," said Mayor Hahn. "I want to ensure that our kids are safe in all Los Angeles neighborhoods."

The Mayor Hahn's Safety Club has been established to:
Promote the safety of children and their families
Encourage children to be familiar with neighbors, neighborhoods and safety zones
Have families keep emergency contact numbers, keep up to date records, including fingerprints and photos
Engage communities to build safety networks, know where Safety Houses, such as Fire Stations are located

The Mayor Hahn's Safety Club has two levels of membership. General membership is open to anyone who will commit to take Mayor Hahn's Safety Pledge. Gold Star Membership requires children and young adults to take Mayor Hahn's Safety Pledge, have the pledge signed by a caring adult, be fingerprinted and photographed, learn the location of their nearest fire station, sign up a friend for Mayor Hahn's Safety Club and attend the Kids Day LA Event at Exposition Park on Saturday, October 26th to participate in a swearing-in ceremony conducted by Mayor Hahn.

Fingerprinting will be available at all Home Depot stores on Saturday, October 12, during regular business hours. Please visit www.homedepot.com to locate the nearest store. Fingerprinting will also be available at all 18 community police stations on Sunday, October 20, from 10 a.m. - 3 p.m. A list of the 18 community police stations is attached.

Mayor Hahn and the City Council have proclaimed the month of October Kid's Safety Month. The Commission on Children Youth and Families, the Department of Recreation and Parks, the Los Angeles Police Department, the Los Angeles Fire Department, the Library, the Los Angeles Zoo, the Department of Cultural Affairs, Arnold's All-Stars and LA's BEST are helping to promote this Club and recruit members.

CITY OF LOS ANGELES, EXEMPT EMPLOYMENT OPPORTUNITY

The Community Development Department of the City of Los Angeles is currently accepting applications in our Youth Opportunities (YO) Program. Employment shall be based upon a temporary Civil Service Exempt status, with City benefits. Employment in this position is for a maximum of up to three years. Employees in this classification will not acquire property rights to the position.

The purpose of the YO Grant is to provide comprehensive services to youth between 14-21 years of age in high poverty areas by providing a variety of support services, building community-wide partnerships with a special emphasis on employment partners, and providing long term support services.

SENIOR PROJECT ASSISTANT, Annual Salary Range: ($39,609.36 - $49,235.04)

There is one (1) vacancy for this class title at the YO Boyle Heights location. The Senior Project Assistant will be responsible for monitoring, tracking and assisting in the provision of case management, administrative, or job development services for in-school or out-of-school participants served by the YO Program. The duties and responsibilities include, but are not limited to the following:

Assist executive management with developing, compiling, and completing regular and ad hoc reports, requests for information and client data, including US Department of Labor, California Employment Development Department, and County of Los Angeles Department of Probation monthly and quarterly reports (Youth Opportunity Movement, Rewarding Youth Achievement, Schiff-Cardenas, & WIA grants); monthly Council and Mayoral reports; monthly Case Management audit reports; and various fiscal reports.

Monitor and track all stipend, supportive services, and travel requests; including maintenance of fiscal databases.

Coordinate logistics of site visits, audits, and special sessions as required by funding sources, including Peer to Peer sessions and Directors sessions.

Maintain liaison with case managers for reporting of information, client information, and data verification.

Minimum requirements: Graduation from a recognized four year college or university with specialization in Business Administration or Public Administration and two years of experience working with government funded programs, and a valid California driver’s license.

Step 2: Each qualifying candidate’s personal and professional qualifications, as delineated in his or her application, will be reviewed for qualifications relative to those of the other candidates.

Step 3: Candidates who present qualifications which most closely match those necessary for the position will be invited to interview.

The interview will assess the candidate’s experience and personal/professional development as they pertain to the necessary skills, knowledge and abilities needed for the position. Appointment is subject to background review and clearance.
