Items for Neighborhood Council
by Councilwoman Janice Hahn

As chair of the Education and Neighborhoods Committee, I wanted to alert neighborhood councils of the following issues. As many of you are aware, I recently introduced a motion to improve the Early Notification System for our Neighborhood Councils (see attached release). In the meantime however, I wanted to bring these issues to your attention so that your neighborhood council can consider whether or not to weigh in on issues effecting the city. Every neighborhood council has its own way of communicating its opinion (whether by resolution, letter, or phone call or email to its Councilmember) and encourage you to make your voice heard.

1. During the next 60 days, the City Council's Burglar Alarm Policy Task Force will be meeting and formulating suggestions on the LAPD burglar alarm response policy. The lack of neighborhood council input into the original adoption of the policy is what led to the formation of this Task Force, so you may want to see that your voice is heard now. You will be notified of Task Force meeting times and venues.

2. The City Council is currently reviewing 2 motions relative to the war in Iraq. Both of these motions are attached. Your neighborhood council may also want to weigh in on this action item.

3. Finally, there is a new way for neighborhood councils to express opinions regarding items heard by the City Council (see attached motion). Neighborhood Councils will soon be able to use either a fax or email template to alert the city clerk about the impact of City Council items on neighborhoods. These opinions will now be included as "Community Impact Statements" on all Council agendas so the your elected Councilmembers can see how your neighborhood council feels about these items. This item is scheduled to be heard on Wednesday, February 12 (item 17).

Over the past several weeks neighborhood councils have truly flexed their muscles and made your presence felt throughout Los Angeles. Keep up the great work!

Sincerely,

Councilwoman Janice Hahn
