Invitation To Improve Our Neighborhood Council System
Over the last six months, the Board of Neighborhood Commissioners (BONC), and the Department of Neighborhood Empowerment (DONE), have undertaken an ambitious agenda to improve the Neighborhood Council system in the areas of: Self-Assessment, Elections, Outreach, By-laws, Capacity Building , Public Safety and Civility, and Neighborhood Council Funding. We have also begun work in the areas of neighborhood council boundary changes, minimum standards for certification of new neighborhood councils, a shared process for developing the Congress of Neighborhoods with neighborhood councils, and improving guidelines for neighborhood council expenditures.
We want to ensure that everyone interested in these subjects can help guide the policies and procedures in these areas.
On Tuesday, September 11, 2007, at 6:30 p.m., we will host a meeting to discuss neighborhood council boundary adjustments, that meeting will be held in DONE's First Street office, located at 305 East First Street, Los Angeles, CA 90012. It is not a large room, so if you plan to come, please let us know so we will have enough chairs.
You will notice on the DONE website .. www.lacityneighborhoods.com .. that the BONC have invited your feedback on a self-assessment tool. You can email comments directly to BONC by sending your comments to Bianca Vite, BONC Commission Executive Assistant, at: bianca.vite@lacity.org or to me: carol.tharp@lacity.org .. or you can join us for in-person discussion of the self-assessment process on September 15, 2007. We have reserved a room at Los Angeles City College right after the Citywide Alliance of Neighborhood Councils meeting. Please join us at 1:30 p.m. The self-assessment process will be implemented this fall and winter, so we are eager to have your advice about how to make the process as helpful to neighborhood councils as possible.
As we go forward, we will announce other opportunities for you to sit down with DONE staff and BONC members to discuss ways to improve our neighborhood council system in a variety of areas. We hope that you will join us as your time and interests permit. Meanwhile we are grateful for the energy you invest to improve your neighborhood.
