Re: An Opportunity to Make History

The Congress of Neighborhoods "Building on Success" will be held at the Los Angeles Convention Center on Saturday, October 27.  This year's Congress emerges from an innovative collaboration between neighborhood councils from across the City and the Department of Neighborhood Empowerment (DONE).  Neighborhood councils have taken the lead in creating the programming, and are fully engaged in making the Congress a reality.

Neighborhood Council Congress organizers seek financial support from all neighborhood councils citywide to ensure a successful event.  Detailed funding procedures allowing neighborhood councils to become directly involved are provided by DONE funding staff.

To provide financial support neighborhood councils can take the following steps:

Demand Warrant Process

1. The Neighborhood Council's board must approve the expenditure of funds for the Congress in a public meeting.

2. The treasurer of the Neighborhood Council will then submit a demand warrant form (DW), indicating on it that the expenditure supports the Congress event and showing the budget category from which the expenditure will be appropriated.

3. The Treasurer must also submit minutes of the meeting at which the Congress funding allocation was approved or a board or presidential resolution indicating the board's approval of funding for the event.

4. This documentation should be faxed to the Funding Unit at (213) 485-4608.

Each neighborhood council that chooses to participate will be listed as a sponsor on the program for the day, participating Neighborhood Councils will also be listed on the front page of the DONE website with a narrative from the DONE Leadership Team thanking them for their support.
