Re: Passing of our colleague and friend Carol Baker Tharp
Dear Friends and Colleagues:
By now, most of you are aware that Carol Baker Tharp, DONE's General Manager, passed away over the weekend. It has been difficult for those of us who knew and worked with her to process our loss. As the staff of our Department gathers in meetings to talk about Carol, we are brought closer together.

Carol was a special woman. She had vision and a keen intellect. She was a passionate person, and certainly, she was a passionate advocate for Neighborhood Councils and Los Angeles' ground-breaking Neighborhood Council system, which she helped to give birth.
Although Carol is no longer physically with us, she has left an undeniable legacy with all of us who are involved in growing the neighborhood council system into an enduring, democratic endeavor that will change our City for the better for a very long time to come.
Here at the Department, we plan to memorialize Carol's commitment and integrity in our own sense of mission and commitment. With the permission of Carol's husband and her family, we hope to formalize our intentions to honor her in the future throughout the Neighborhood Council System.
In the past few days, many neighborhood council leaders and stakeholders have sent condolences and remembrances of Carol to our staff. I would like to thank everyone for these demonstrations of good will and concern.
On behalf of the Department, I extend our deepest sympathy to Michael Tharp, Carol's husband, and her family.
