The Board of Neighborhood Commissioners is deeply saddened by the loss of Dr. Carol Baker Tharp, a woman of great personal courage, conviction and intellect. Carol's vision for the Neighborhood Council system in Los Angeles is the foundation for it's future. We extend our sincere condolences to her family during this difficult time.
