City Council Considers the Neighborhood Council Financial Disclosure Form Issues on December 3rd
The City Council will be considering the Neighborhood Council Financial Disclosure Form issues at their meeting on December 3, 2008, at 10:00 am. The proposed recommendations by the Board of Neighborhood Commissioners (BONC) have been submitted for consideration. See the BONC recommendation letter and attachments one and two. If you would like to provide public comment, you may do so via remote video testimony from Van Nuys City Hall or by directly appearing at the Council meeting in Downtown Council Chambers on that day. Neighborhood Councils (NC) may also submit advance Community Impact Statements to the City Council via the Office of the City Clerk. Reminder for NC Board Members to Complete the Ethics and Open Government Training
Please see DONE General Manager BongHwan Kim's letter reminding NC Board Members to complete the Ethics and Open Government training developed and offered by the City Ethics Commission. Board members have one year from the date of election or appointment to complete the training, which is valid for two years. DONE maintains records of Board members who have completed the training in 2006, 2007, and 2008.
The Los Angeles Times Focuses on Mid City NC's Revitalization Efforts of Washington Boulevard
Mid City Neighborhood Council (MINC) was featured in a November 21, 2008 Los Angeles
Times article. The focus of the piece was on the make-over of the once high crime zone of the Washington Boulevard corridor between Fairfax and La Brea. The MINC Board members' efforts in partnership with other community members is contributing to the continuing successes of the community's revitalization efforts of Washington Boulevard.
Time is Running Out for the Community Budget Survey!
Please take a moment to go online and complete the
City's Community Budget Survey. Community participation in the budget process is especially important at this time because the City is challenged by many issues, including the uncertain impact of the turbulent national economy, expected revenue shortfalls, and increased service demands.
We hope to have a minimum of 3000 budget survey submissions from Neighborhood Council members, community based organizations leaders, and stakeholders throughout Los Angeles. NC's should set aside the time to schedule a "Budget Survey Presentation" for their Project Coordinator and Budget Representative in their December meetings as well as make the survey and website link available to their stakeholders.
All budget surveys for the City's 2009-2010 fiscal year are due by January 12, 2009. The results of the survey will be presented at a regional budget meeting open to the public on January 31, 2009 at City Hall. You can access the budget

Bylaws Training in the Central East Region on December 3rd
The Central East Region's next BYOB (Bring Your Own Bylaws) training will be on Wednesday, December 3rd from 6:30 p.m. - 8:30 p.m. at DONE's 1st office: 305 E. 1st Street, Los Angeles 90012. We will review and explain your NC's bylaws as well as suggest helpful subjects to include in your bylaws or standing rules. We'll also cover the necessary City Clerk election bylaw changes. Peter King from the City Attorney's Office will review the structure of bylaws and be available to answer questions. See

Emergency Preparedness Featured at the Valley Training Day on December 6th
The Valley Region will present a training on the theory, preparation, and practice of Emergency Preparedness on Saturday, December 6th from 8 a.m. - 12:25 p.m. at the Shepherd of the Hills, 19700 Rinaldi St., Porter Ranch 91236. Come and learn how other NC's, City Departments, and community organizations are preparing to deal with potential disasters around the City. DONE's General Manager BongHwan Kim and BONC Commissioner Albert Abrams will be in attendance. City Attorney Tom Griego will also conduct a legal training on City Clerk election bylaw changes and conflicts of interest. See

Change in the Location of the BONC's Next Regular Meeting on December 2nd
The Board of Neighborhood Commissioner's next regular meeting is on Tuesday, December 2, 2008 at 6 p.m. The meeting will be held at:

The BONC will award plaques to the Sunland-Tujunga and Sylmar NC's for their courageous response during the Sayre Fire and Five Year Anniversary Certificates for the following NC's - Porter Ranch, Granada Hills North, North Hills West, Sun Valley Area, and Pacoima.
Other items the BONC will be discussing include the proposals for the implementation of State mandated ethics training, policy making values and criteria, and the BONC's policy calendar.

The BONC Will Take a Winter Recess
The BONC has canceled its scheduled standing meetings for December 15, 2008 and January 6, 2009 in order to take a winter recess. The standing meeting schedule for 2009 will be posted on the DONE website in December. The BONC wishes all the hard working and committed Neighborhood Council Board members and volunteers a happy holiday season.

LADWP Launches a New Dedicated Website for Neighborhood Councils
In an effort to improve outreach and communication with Neighborhood Councils and stakeholders, the Los Angeles Department of Water & Power (LADWP) launched a new website dedicated exclusively to neighborhood news and information. The new site is a one-stop destination for timely information and materials a Neighborhood Council needs to stay informed about LADWP and keep in touch. The website is information-rich with the most up-to-date announcements from LADWP, including neighborhood news updates, an upcoming events calendar, and hot topics. Access the site directly at

LADWP Public Relations and Community Outreach Evaluation Survey
The City Charter requires an Industrial, Economic, and Administrative Survey (IEA Survey) of the proprietary departments every five years. The administrators of this survey are the Mayor, Controller, and City Council (represented by the Chief Legislative Analyst), and they have retained PA Consulting to conduct an
IEA Survey of LADWP. PA Consulting is interested in gaining insight into your opinion of LADWP's public relations and the community outreach efforts to you and the Neighborhood Councils you represent. The survey results will be included in the final IEA Survey report. This survey will close on Friday, December 5, 2008 at 5 p.m. Please do not hesitate to contact PA Consulting at

Teen Angelenos Invited to "Get Green On" at 2008 Environmental Youth Conference
Young LA residents ages 12 to 21 are invited to the 2008 Environmental Youth Conference "Get Your Green On" at the LA Convention Center, South Hall on Dec. 13, 2008. This event is the largest green youth expo in the west, and it aims to foster environmental awareness and activism through jobs, green practices and eco-consumerism. Admission is FREE and young Angelenos are encouraged to attend with their school, faith-based organization or community. Surprise celebrity guests will highlight this exciting event. Bureau of Sanitation Reminds Stakeholders of Private Lateral Sewer Root Control and Maintenance
Aging lateral sewers are susceptible to damage. Tree roots and debris can enter a lateral sewer through cracks or loose joints and restrict sewage flow. Roots can cause collapse of the lateral over time. Please inspect your lateral sewers and take corrective action as necessary to avoid emergency and costly repair.
