The City Needs Your Input for the Budget!
Please take a moment to go online and complete the City's Community Budget Survey . Community participation in the budget process is especially important at this time because the City is challenged by many issues, including the uncertain impact of the turbulent national economy, expected revenue shortfalls, and increased service demands.
We hope to have a minimum of 3000 budget survey submissions from Neighborhood Council members, community based organizations leaders, and stakeholders throughout Los Angeles. NC's should set aside the time to schedule a "Budget Survey Presentation" for their Project Coordinator and Budget Representative in their December and January meetings as well as make the survey and website link available to their stakeholders.
All budget surveys for the City's 2009-2010 fiscal year are due in January. The results of the survey will be presented at a regional budget meeting open to the public on February 21, 2009 at City Hall. You can access the budget survey at www.lacityneighborhoods.com in English or Spanish .

Sylmar Neighborhood Council Holds Meeting with the City's Education & Neighborhoods Committee
On November 25, 2008, the Los Angeles City Council Education & Neighborhoods Committee (ENC) held a joint meeting with the Sylmar Neighborhood Council. The meeting was held to provide information about the November Sayre Fire and assistance to stakeholders. The LAFD, LAPD, and other City, State and Federal officials presented to a group of approximately 250 people. Councilman Richard Alarcon (CD7), who chaired the meeting, noted that this was the "first time a City Council meeting is being held with a Neighborhood Council." Learn about Preservation of Community and Historic Resources on December 13th
PlanCheckNC will be hosting an education program on Addressing the Preservation of Community Resources and Historic Issues. The program will include a walking tour of Historic Downtown to provide examples of the application of adaptive reuse and other preservation tools available to communities. The start time is 12 p.m. on Saturday, December 13th, at the Little Tokyo Library - 203 S. Los Angeles Street, Los Angeles CA 90012. The walking tour will follow a short introduction and will not be stressful. Highlights will include the Little Tokyo neighborhood, Civic Center and Historic downtown, and Gallery Row. The program will use downtown as an example to discuss issues affecting historic preservation, community identity, residential and commercial adaptive re-use, transportation & parking issues, affordable housing & Skid Row, parks/ street standards/ open spaces. Summary of the BONC's December 2nd Meeting
The Board of Neighborhood Commissioner held their final meeting of the year on Tuesday, December 2, 2008. The BONC awarded plaques to the Sunland-Tujunga and Sylmar NC's for their leadership during the recent Sayre Fire and recognized the following NC's for their 5 Year Anniversary - Porter Ranch, Granada Hills North, North Hills West, Sun Valley Area, and Pacoima.
The BONC also:
1. approved contracts for education and training to Blue Garnet Associates, Beacon Management Group, and Roberts and Associates to assist with the development of the Department's training programs;
2. denied the bylaw adjustment application of Glassell Park Neighborhood Council; and
3. will hold a Special Meeting on January 26, 2009 at 11:30 a.m. in the Board of Public Works Hearing Room 350, City Hall to consider various ways to work with city departments on implementing ethics training.
In addition, the BONC would like to remind Neighborhood Councils that the City Council will consider the Neighborhood Council File and financial disclosure issue at its January 6, 2009 meeting. The BONC Will Take a Winter Recess
The Board of Neighborhood Commissioners has canceled its scheduled standing meetings for December 15, 2008 and January 6, 2009 in order to take a winter recess. The standing meeting schedule for 2009 will be posted on the DONE website in December. The BONC wishes all the hard working and committed Neighborhood Council Board members and volunteers a happy holiday season.

Los Angeles Foreclosure Response Network's Upcoming Events
The Mayor's Office, Community Development Department, and Work Source Centers are putting on a series of Foreclosure Prevention Clinics during the month of December. Please see the flyer for the clinic dates and locations.
Teen Angelenos Invited to "Get Green On" at 2008 Environmental Youth Conference
Young LA residents ages 12 to 21 are invited to the 2008 Environmental Youth Conference "Get Your Green On" at the LA Convention Center, South Hall on Dec. 13, 2008. This event is the largest green youth expo in the west, and it aims to foster environmental awareness and activism through jobs, green practices and eco-consumerism. Admission is FREE and young Angelenos are encouraged to attend with their school, faith-based organization or community. Surprise celebrity guests will highlight this exciting event. Bureau of Sanitation Reminds Stakeholders of Private Lateral Sewer Root Control and Maintenance
Aging lateral sewers are susceptible to damage. Tree roots and debris can enter a lateral sewer through cracks or loose joints and restrict sewage flow. Roots can cause collapse of the lateral over time. Please inspect your lateral sewers and take corrective action as necessary to avoid emergency and costly repair.
