A Year End Message from DONE's General Manager, BongHwan Kim
As year's end quickly approaches, I want to thank all the Neighborhood Council board members and stakeholders who have devoted so much in service to your community. During this economic crisis, it is especially important to reach out and help each other. Isn't that what community is all about?
It is an honor to serve as your General Manager and to be associated with and inspired by such committed and visionary community leaders throughout this great city. I pledge to work with all of you to make our Neighborhood Council system truly work for your communities. Thank you and have a happy holiday season.
Budget Survey Deadline Moved Back to January 31, 2009 Due to the Holiday Season
The City needs your input for the budget! The due date to submit Community Budget Surveys has been extended by two weeks to accommodate the upcoming holidays. The surveys capture important community input to help determine the 2009-2010 City of Los Angeles budget priorities, when we face many challenges, including the uncertain impact of the turbulent national economy. The Mayor and the leaders of the City's 89 Neighborhood Councils use the survey information to better understand the unique needs of each of the city's regions. There is still an opportunity to make your voice heard on budget priorities.
Please take the time to go to the Department of Neighborhood Empowerment's website at www.lacityneighborhoods.com and fill out a survey in English or Spanish now! We also ask that Neighborhood Councils set aside the time to schedule a "Budget Survey Presentation" for their Project Coordinator and Budget Representative in their December and January meetings, as well as make the survey and website link available to their stakeholders.

The City Clerk - Election Division's 2010 Neighborhood Council Election Website Update
Happy Holidays from the City Clerk - Election Division! As you know, the City Clerk - Election Division are currently preparing for the 2010 Neighborhood Council (NC) Election process. This means making sure that you have all the information that you and your NC will need to provide input/feedback and to make your own preparations. As such, the City Clerk - Election Division wanted to announce that the Neighborhood Council Election Unit has updated its website. The website now includes the "Ensuring the Effectiveness and Success of Your Neighborhood Council's 2010 Elections" Power point presentation and survey (including results) given to attendees of the October 11, 2008 Congress of Neighborhoods. Update on the Necessary Election Bylaw Amendments
DONE is working with the City Clerk - Election Division to facilitate the bylaw amendments necessary for the 2010 elections. The City Clerk - Election Division will be providing bylaw election language to the NC's in the next few months to make the amendments easier. If your NC is working on these amendments already, please hold off on submitting a bylaw amendment application to DONE until the City Clerk - Election Division releases its bylaw election language.
DONE Is Holding Three Regional Meetings in Early 2009
DONE will be hosting three regional meetings to discuss the relationship between Neighborhood Councils and the Department of Transportation, the Neighborhood Purposes Grant, and other important items. Dates, times, and locations to be announced in the coming weeks.

BONC NEWS
The BONC's Next Meeting Will Be on January 26, 2009
The next Board of Neighborhood Commissioners meeting is on January 26, 2009 in the City Hall Board of Public Works Meeting Room 350, City Hall at 11:30 a.m. The BONC has invited representatives from the City Ethics Commission and City Clerk to discuss possible strategies to encourage compliance by individual board members. Your presence and suggestions are invited.
The BONC Reminds NC's to Attend the City Council's Consideration of the Financial Disclosure Issue
On January 6, 2009, the City Council will deliberate on the financial disclosure for Neighborhood Councils and the two recommendations made by the BONC:
Motion 1: The BONC recommends the implementation of system-wide,
mandatory conflict of interest ethics training for all Neighborhood
Councils, with repercussions and consequences to individual board
members in non-compliance, the specifics of which will be
deliberated, determined and made public at a later date.
Motion 2: The BONC recommends that Neighborhood Council board
members who open a Neighborhood Council File (NCF), be required to submit
a modified Form 52 financial disclosure document that details
information on their own, as well as their spouse or registered domestic
partner's current or past employment, and any real estate holdings or
business interests that (only) pertain specifically to the Neighborhood
Council File in question.
The City Ethics Commission has sent a letter to the City Council and correspondence from Neighborhood Councils and individuals is requested and will be posted on the www.lacityneighborhoods.com website. The City's Crisis Response Team Is Seeking Volunteers!
The Crisis Response Team (CRT) members are comprised of community volunteers who at the request of LA Police and LA Fire Departments provide immediate on-scene crisis intervention, attend to immediate survival and comfort needs, act as a liaison between the victim and emergency personnel, and give referrals to victims and their families affected by a death, a serious injury, a violent crime or other traumatic incidents. These include homicides, suicides, serious traffic accidents, natural deaths & multi-casualty incidents like the recent train collision and fires. New member training will take place on Tuesday and Thursday evenings beginning January 27th through March 12th, 2009 at the L.A. Police Academy in Westchester. They are especially in need of bilingual volunteers. You may contact Jeffrey Zimerman at 213-978-0697 or email LACRT@lacity.org for more information or to sign up.
Bureau of Sanitation Reminds Stakeholders of Private Lateral Sewer Root Control and Maintenance
Aging lateral sewers are susceptible to damage. Tree roots and debris can enter a lateral sewer through cracks or loose joints and restrict sewage flow. Roots can cause collapse of the lateral over time. Please inspect your lateral sewers and take corrective action as necessary to avoid emergency and costly repair.
