City Budget Crisis and Neighborhood Council Funding Program
As we are reminded daily in the media, the City budget is facing enormous challenges. All City departments, including ours, have been asked by the Mayor to reduce our budgets by up to 10%. The Neighborhood Council Funding program will be closely scrutinized along with other City departments. The final decision on funding reductions will be made by our elected officials. However, it is important for our Department, in concert with Neighborhood Councils, to educate our elected officials on the positive impact that the funding program has made for neighborhood quality of life issues throughout the City. The funding program is vital to the continued success of the Neighborhood Council system. Therefore, I am asking all of you to share with me one or two of your most exemplary projects.

We will collect and share these stories with our elected officials so that they fully understand the importance of the funding program. Please limit your response to 200 words or less so that we can compile the stories collected into a succinct yet compelling message.   Subjects to be addressed should include:

1) A description of the project and the amount

2) What tangible and positive difference was realized from the use of public funds in your community?

Neighborhood Council Files and Financial Disclosure
Thanks to the leadership of the Board of Neighborhood Commissioners, most notably Commissioner Al Abrams, a council motion was introduced last week to re-consider Form 54. The City Council acted to require all individual Neighborhood Council Board members who initiate a Neighborhood Council File to fill out financial disclosure document Form 54. The motion seeks to modify this form to better achieve the twin goals of ensuring transparency and fostering greater public participation. Please click here for the motion language. If you haven't already done so, please subscribe to the Council File Management System (CFMS) on the City Clerk website to receive timely updates on this and all matters of importance to your Neighborhood Council.

Save the Dates!  Upcoming Regional Roundtables with GM BongHwan Kim and CBT/NLI Classes  
Our General Manager, BongHwan (BH) Kim, will be hosting a series of roundtables in the regions to discuss the upcoming changes to the Neighborhood Council System due to the budget crises.  Under the Carol Baker Tharp Neighborhood Leadership Institute (CBT/NLI), we will also be offering classes with the City Attorney on the mandated ethics training after the roundtables.  The ethics training is in lieu of the online training offered by the Ethics Commission.  You will receive a Certificate of Completion, which is effective for 2 year.  The first roundtable and CBT/NLI ethics class will be in the Valley on Saturday, March 21, 2009, at the Marvin Braude Constituent Service Center located at 6262 Van Nuys Blvd., Van Nuys 91401 from 8 a.m. to 12:30 p.m.  Roundtables and CBT/NLI ethics classes in the South/West/Harbor will be on Saturday, April 25, 2009, and in the Central East on Wednesday, April 29, 2009.  Times and locations to be determined.

CBT/NLI Board Orientation Class
In addition, we will be holding a CBT/NLI Board Orientation class on Tuesday, March 31, 2009, from 6 p.m. to 9 p.m. in the Central East area, location to be determined.  The Board Orientation class will cover the Roles and Responsibilities of Board members, legal training - Brown Act, Conflict of Interest, and Public Records Act, and funding training.  Please mark your calendars.  More information to come!

Leyla Campos Is Our New Field Director
Our former Field Director, Jonathan Martinez, has relinquished his position to spend more time dealing with a family medical issue.  Leyla Campos has stepped up to lead our Field division as the new Field Director.  Leyla has been the Valley area Senior Project Coordinator for nearly 2 years and with us for 6 years.  Jonathan will be assuming the Senior Project Coordinator position for the Valley area immediately.  Leyla will be spearheading exciting new programs and classes for the Neighborhood Councils in the upcoming months. 

Job Opportunities for Translation and Interpretation Services
We are seeking proposals from qualified entities to provide translation and interpretation services for the Department and the Neighborhood Councils.  Please see the Request for Proposal (RFP), which outlines the guidelines for applicants in submitting their proposals.  The deadline to respond is 5:00 p.m. on Friday, April 10, 2009

Commission on the Status of Women Co-Hosting a Women's Resource Fair on March 7th
The Commission on the Status of Women (CSW), Councilmember Herb Wesson Jr., Department of Recreation & Parks and the Hungry Hog are hosting the "Women's Fesitival: A Celebration of Resilience" on March 7, 2009 at Jim Gilliam Park & Recreation Center, 4000 S. Foreclosure Trainings Are Being Offered Across the City
On Tuesday, March 5, 2009 at 6 p.m., the Barrio Action Youth & Family Center is offering a "Foreclosure - Know Your Rights" presentation.  For more information, please visit their website or call (323) 221-0779.  In addition, WorkSource Centers throughout the City are offering Foreclosure trainings to the public.  For the training closest to you, please go to their website.

Los Angeles Police Foundation Is Hosting a St. Patrick's Day Hike and Beach Party
Come and share an unforgettable afternoon with community leaders, members of the Los Angeles Police Department (LAPD) and local residents while benefitting the LAPD's Juvenile Impact Program (JIP).  The JIP is a 12 week boot camp style program for at risk youth between the ages of 12 and 16 that's designed to instill discipline, pride, and respect while coaching their parents on effective communication and anger management skills.  For more information, please go to the Los Angeles Police Foundation website.
