Recycling thieves

What can be done to stop people from regularly raiding our blue recycling cans, stealing all the items that should be going to the city recycling program? Besides the fact that what they're doing is illegal, they dump trash on the street as they rummage through the cans, wake us up in the middle of the night, and cost us money in the form of raised sanitation fees.

I'm really getting fed up with this activity and want something to be done about it.
